Summary

The U.S. Attorney for the District of Massachusetts represents the entire state and its 6.8 million residents. Of the 94 U.S. Attorneys' Offices throughout the United States and its territories, the District of Massachusetts is one of the busiest, prosecuting a broad range of cases including national security, white collar crime, public corruption, cybercrime, narcotics and money laundering, organized crime and gang violence, and civil rights violations.

This Auditor provides expert financial and investigatory analysis, including forensic accounting work in investigations involving highly complex financial transactions. If selected for this position, you will join a well-respected team that is responsible for providing Auditor support in the Securities Financial and Cyber Fraud Unit of the U.S. Attorney's Office, District of Massachusetts, located in Boston, Massachusetts, focusing in the areas of investigations, discovery, trial preparation, and trial presentation (including testifying in court as a summary and/or expert witness).

Typical Work Assignments Will Include

Planning and conducting financial audits of a complex nature to identify suspected violations of Federal Statutes;
Examining and analyzing financial data pertaining to the transactions, events, or allegations under investigation;
Developing financial profiles of organizations that include history of events or the restructuring of records to assist with investigations;
Assisting with witness interviews, proffers, and trial preparations;
Compiling documents and physical evidence, creating detailed charts, graphs, summaries, videotapes and other audio-visual materials for use in court proceedings;
Preparing reports of findings, including appropriate recommendations and exhibits;
As needed, testifying in court.

Qualifications

MINIMUM QUALIFICATIONS:

Basic Requirement

Possess a degree in accounting or auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 semester hours may include up to 6 semester hours in business law. (You must submit supporting transcript.)
Possess a combination of education and experience - at least 4 years of experience in accounting or an equivalent combination of accounting experience, college-level education, and training that provide professional accounting knowledge. Background must also include one of the following:
- (a) The applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;
- (b) A panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4‑year course of study described in paragraph A; and
- (c) Except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements (must submit transcripts and/or certificate with your application).

To Qualify At The GS-13 Level, You Must Possess

Specialized Experience

At least one (1) year of specialized experience equivalent to the GS-12 level in the Federal service performing (obtained in either the public or private sectors) at least four (4) of the five (5) duties listed below:

Independently planning and performing in-depth criminal or fraud investigations of a variety of complex business and financial transactions by using accounting, auditing, analytical, technical, and investigative skills to determine whether there have been violations of federal criminal statutes, including mail, bank, wire, and securities fraud, among others.
Independently conducting comprehensive quantitative and qualitative analyses of financial data and information using various database management, accounting, or analytical software.
Experience preparing and presenting charts, tables and graphics that distill and explain complex financial and evidentiary concepts;
Independently writing, preparing, and presenting investigative reports, affidavits, and/or exhibits summarizing investigative findings suitable for presentation in court.
Examining and analyzing books, records, bank statements, wires and person-to-person transfers, tax records, data processing materials, and other evidence of the activities of business entities where the purpose of the work was to uncover suspicious or fraudulent financial activity.

Experience testifying in court or at depositions strongly preferred.

TIME-IN-GRADE REQUIREMENTS

Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level.

You must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted; recommended SF-50s include promotions and step increases (within grade increases).

Education

This position requires specific coursework and/or a degree to meet the basic education requirement. You must submit an official transcript, unofficial transcript, or a list including courses, grades earned, completion dates, and quarter and semester hours earned. Your transcript(s) must clearly demonstrate the course(s) listed in the qualification requirement section.
