Job summary

PENN Entertainment in Ohio seeks a Racing Official to uphold Ohio State Racing Commission rules and ensure the integrity of pari-mutuel racing. You will interpret regulations, advise management, and oversee races and wagering for fair competition.

The role requires accredited experience, sharp observation of races, and strong ethics, with clear communication to staff and the public. Expect a demanding, high‑stakes environment at our Dayton-area facilities.

Qualifications

  • Graduate of a Judge Accreditation School/Program approved by the Ohio State Racing Commission.
  • Minimum 3 years as Racing Official or 5 years in racing as trainer/driver with 30+ days as observer in judges stand.
  • Must have 20/20 vision (corrected) and color discernment.
  • Extensive knowledge of racing rules, penalties, welfare, budgets, and policy development; strong public speaking.
  • High ethical standards, integrity, initiative, and ability to work with minimal supervision.
  • Polite, courteous, and cooperative with others.

Responsibilities

  • Interpret and enforce Ohio State Racing Commission rules.
  • Make decisions to protect the integrity of pari-mutuel racing and wagering.
  • Collaborate with the Presiding Judge on horses and personnel on association grounds.
  • Review alleged racing violations; issue rulings and may recommend actions.
  • Advise track management, law enforcement, licensees, owners, and public on rules and procedures.
  • Observe live races and replays; disqualify a horse when warranted; ensure race lock and proper finish.
  • Monitor wagering patterns for irregularities; perform related work as required.

  • Makes Decisions to insure the integrity of Pari-mutuel racing/wagering
  • Along with the Presiding Judge has authority over all horses and all persons, licensed, on association grounds during a race meeting as to all matters related to racing
  • Along with the Presiding Judge reviews alleged racing violations; issues rulings after hearing testimony and may levy fines/suspensions and/or make recommendations to the Ohio State Racing Commission for further action
  • Advises track management. Law enforcement officers, licensees, owners, trainers and the general public on the Ohio Code and administrative rules and resolves regulatory disputes; notifies track management of potential compliance issues with proposed changes in internal procedures
  • Observes the running of live races and replays to ensure there was no interference during the running of the race. Along with the Presiding Judge may disqualify a horse and change the order of finish if warranted; ensures lock of each race and declares every race official
  • Monitors patterns of wagering for any irregularities.

  • Must be a graduate of a Judge Accreditation School/ Program approved by The Ohio State Racing Commission
  • Must have served as a Racing Official for a minimum of 3 years or has engaged in racing as an, trainer, driver, for at least 5 years and has been an observer in the judges stand for no less than 30 days
  • Must have 20/20 vision or corrected 20/20 vision and ability to distinguish colors correctly
  • An extensive knowledge of the rules of racing; application of appropriate penalties, racing protocols, animal welfare and duty of care requirements; preparation of budgets; development of rules and policy recommendations; and effective skills in public speaking
  • Must have high standards of ethical conduct. Exhibits honesty and integrity
  • Must display a high level of initiative, effort and commitment towards completing assignments efficiently. Works with minimal supervision Demonstrates responsible behavior and attention to detail
  • Works and communicates with others in a polite, courteous, and cooperative manner
