Job summary

PENN Entertainment in Ohio is seeking a Racing Official to uphold the integrity of pari-mutuel racing. You will work with track management, judges, and law enforcement to interpret and enforce Ohio Racing Commission rules during race meetings.

You will review rulings with the Presiding Judge, issue fines or suspensions as needed, monitor wagering patterns for irregularities, and communicate regulatory guidance to licensees, owners, and the public.

Qualifications

• Must be a graduate of a Judge Accreditation School/ Program approved by The Ohio State Racing Commission.
• Must have 3 years as Racing Official or 5 years in racing as trainer/driver with at least 30 days observer in judges stand.
• Must have 20/20 vision (corrected) and ability to distinguish colors.
• Extensive knowledge of racing rules, penalties, protocols, and duty of care requirements; budgeting and policy development skills; public speaking.

Responsibilities

• Observe live races and replays to ensure no interference; may disqualify a horse and adjust order of finish if warranted.
• Collaborate with the Presiding Judge and issue rulings after hearings; may levy fines/suspensions and recommend actions to the Ohio State Racing Commission.
• Advise track management, law enforcement, licensees, owners, and trainers on Ohio Code and racing rules; resolve regulatory issues and notify of potential changes.

Responsibilities

• Responsible for fostering a fun environment

• Responsible for promoting a positive influence in the community and participating in company-sponsored events - interprets/ enforces the Ohio State Racing Commission administrative rules
• Makes Decisions to insure the integrity of Pari-mutuel racing/wagering
• Along with the Presiding Judge has authority over all horses and all persons, licensed, on association grounds during a race meeting as to all matters related to racing
• Along with the Presiding Judge reviews alleged racing violations; issues rulings after hearing testimony and may levy fines/suspensions and/or make recommendations to the Ohio State Racing Commission for further action
• Advises track management. Law enforcement officers, licensees, owners, trainers and the general public on the Ohio Code and administrative rules and resolves regulatory disputes; notifies track management of potential compliance issues with proposed changes in internal procedures
• Observes the running of live races and replays to ensure there was no interference during the running of the race. Along with the Presiding Judge may disqualify a horse and change the order of finish if warranted; ensures lock of each race and declares every race official
• Monitors patterns of wagering for any irregularities.
• Performs related work as required

Requirements

• Must be a graduate of a Judge Accreditation School/ Program approved by The Ohio State Racing Commission
• Must have served as a Racing Official for a minimum of 3 years or has engaged in racing as an, trainer, driver, for at least 5 years and has been an observer in the judges stand for no less than 30 days
• Must have 20/20 vision or corrected 20/20 vision and ability to distinguish colors correctly
• An extensive knowledge of the rules of racing; application of appropriate penalties, racing protocols, animal welfare and duty of care requirements; preparation of budgets; development of rules and policy recommendations; and effective skills in public speaking
• Must have high standards of ethical conduct. Exhibits honesty and integrity
• Must display a high level of initiative, effort and commitment towards completing assignments efficiently. Works with minimal supervision Demonstrates responsible behavior and attention to detail
• Works and communicates with others in a polite, courteous, and cooperative manner
