Job summary

Plenary Americas is seeking an Associate in Development Services to support early-stage public infrastructure projects through financial feasibility analysis and project finance structuring. You will work with senior leaders to deliver financeable infrastructure solutions and contribute to the growing Development Services unit.

Based in Los Angeles, you will collaborate across development, technical, and legal teams, helping prepare financing plans, term sheets, and client materials while

Qualifications

• Bachelor’s degree in finance or related field.
• 2–4 years of experience in real estate, energy, transportation or infrastructure development.
• Strong financial modeling skills and familiarity with financing tools for infrastructure.
• Excellent communication, analytical and problem‑solving abilities.

Responsibilities

• Build and manage cash flow models for infrastructure projects.
• Research market trends, financing precedents, and regulatory frameworks.
• Develop written and presentation materials for public sector clients/Counterparties.
• Assess project feasibility including scenario analysis and risk allocation.
• Develop and evaluate innovative approaches to improving infrastructure project feasibility.
• Assist in drafting financial and commercial sections of proposals and investment materials.
• Coordinate with development, technical/preconstruction and legal teams.
• Coordinate RFP responses including financing and commercial elements.
• Support internal project management and reporting tasks.
