  • Seven years of direct supervision or responsibility for training and coordinating staff.
  • Licensure/Certification: PE or RA preferred; CCM or PMP preferred.
  • Substitutions: related experience/education may be substituted with 30 credits per year.

  • Coordinate project plans for non-capital projects including scope, budget, milestones, and delivery method.
  • Oversee non-capital campus design and construction services; may support other USM campuses.

  • Represent the department in dealings with designers, builders, and university clients; pursue tech advancements (SharePoint, eBuilder).
  • Provide leadership to meet sustainability goals and lead contract negotiations; perform other duties as assigned.

The University of Maryland Baltimore (UMB) invites applicationsfrom dynamic, customer-focused Construction Project ManagementLeaders to serve as its Associate Director of ProjectManagement.

Reporting to the Executive Director of Design andConstruction, the successful candidate will lead UMB non-capitalcampus construction, supervising a staff of five (5) ProjectManager/Sr. Project Managers. This position provides direction andsupport to senior leadership (Vice Presidents and FacilityDirectors) regarding project planning and institutional initiativesto support the mission of the university. Will maintain customersatisfaction at all levels and stages of the project process. Willserve as a senior member of the department and will frequentlyrepresent the department in various capacities regarding strategicplanning development, collaboration initiatives between departmentsand USM support representatives. Evaluates suitability of variousproject development methodologies and provides technical expertiseto senior leadership, senior staff members, and project managers.UMB enrolls nearly 6,700 students in six nationally rankedprofessional schools and an interdisciplinary GraduateSchool.

PRIMARY DUTIES:
  • Create and sustain a cohesive, collaborative, high-performingteam. Hire, develop, mentor, and evaluate a staff of customer-focused professionals and paraprofessionals.
  • Coordinate with the Assistant Director of Planning and ProjectSupport as they develop the Project Plan for non-capital projectsinclusive of the following: scope of work, project budget (withconceptual estimate if necessary), project milestone schedule,selection of project delivery method (Design and Construction), andassignment of project manager.
  • Oversee non-capital UMB campus design and constructionservices. May also provide support and oversight to a RegionalService Center providing capital construction services to UMB andfour other University System of Maryland (USM) campuses located inthe Baltimore region.
  • Collaborate with peers, staff, customers and stakeholders toensure a positive work environment while upholding the Admin &Finance guiding principles.
  • Serve as a Senior Member of the Department and represent theDepartment in dealings with the Design and Construction Communityas well as university clients. Frequently represent the departmentin various capacities including the pursuit of technologysystem/software advancements regarding SharePoint, eBuilder,etc.
  • Provides leadership to meet sustainability goals of the State,University of Maryland System, and University of MarylandBaltimore.
  • Lead negotiations of design, construction, and specialtyservice contracts, major contract changes, and claims in a mannerthat maintains the reputation, integrity, and respect of allinvolved.
  • Performs other duties as assigned.
Qualifications :
MINIMUM QUALIFICATIONS:
Education:

Bachelor's in Engineering, Architecture,Construction Management, or related field required. Advanced Degreepreferred.

Experience:

Ten (10) years of increasing responsibility inprogram and project management of institutional projects. Experience in an academic, industrial, and/or medical researchenvironment preferred. Direct construction experience stronglypreferred.

Supervisory Experience:

Seven (7) years of directsupervision or responsibility for training, work coordination, andmonitoring the work of others.

Licensure/Certification:

A Licensed Professional Engineer orRegistered Architect preferred. Certified Construction Manager(CCM) or Project Management Professional (PMP) preferred.

Other:

Except for qualifications established by law,additional related experience and formal education in which one hasgained the knowledge, skills, and abilities required for fullperformance of the work of the job class may be substituted for theeducation or experience requirement on a year-for-year basis with30 undergraduate college credits being equivalent to one year ofrelated experience. In instances where specific education and/orexperience is required only directly related education and/orexperience may be substituted.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Thorough knowledge of Construction Project Management includingplanning, design, design review, permitting, procurement,inspection, construction, commissioning, and close out.
  • Ability to review programs and work with clients to establishbudgets and schedules for proposed projects.
  • Exceptional teambuilding, collaboration, and change managementskills.
  • Effective verbal and written communication skills.
  • Experience leading the selection of design teams, Design/Buildteams and construction teams.
  • Thorough knowledge of all applicable requirements, regulations,and laws. Past public procurement experience preferred.
  • Skilled in the effective use of applicable technology/systems.Knowledge of E-Builder or similar software a plus.

Physical Requirements

Work is performed in both an officeenvironment and in the field. Incumbents must be able to work in aconstruction site environment and have the ability to work inhazardous or irritating environments, confined spaces and adverseconditions created as a result of construction. Incumbents must beable to wear and work in personal protective equipment.

HIRING RANGE:

$167,000 - $186,500 per year (Commensuratewith education and experience)
