  • Reviews applications for funding and prepares budgets in line with policy.

The University of Maryland, Baltimore School of Medicine is seekinga Contracts and Grants Specialist to work in theDepartment of Neurology . The Department of Neurologyprovides evaluation, treatment, and care for patients sufferingfrom a wide range of neurological disorders including stroke,epilepsy, multiple sclerosis, Parkinson's disease, amyotrophiclateral sclerosis (ALS), and migraine. We provide care through ourin-patient and consultative services, our designated Comprehensive Stroke Center, our Level 4 Epilepsy Center, our 22-bedNeuro-Critical Care Unit, and our busy outpatient practice. TheDepartment also provides state-of-the-art rehabilitation services.Several departmental faculty received grant funding from theNational Institutes of Health and the Veteran's Administration tostudy the role of genetics in stroke,epilepsy, and Parkinson's disease, new brain imaging modalities in multiple sclerosis,biomarkers in multiple sclerosis, and neurodevelopmental disorderssuch as autism and intellectual disability. Many faculty are leadinvestigators in clinical trials to identify new therapeuticapproaches for a broad range of neurological disorders.Accomplishes responsibilities by applying specialized andtheoretical knowledge, principles, and concepts of professionaldiscipline normally acquired through advanced education orspecialized training. Resolves issues and significant matters onbehalf of management by utilizing independent judgment, discretion,creativity, and analytical thinking. Contributes to development andevaluation of goals and objectives. Creates solutions to ensurelegal and policy compliance. May supervise, mentor, or coordinatework of others (positions that supervise are responsible forservice delivery, quality assurance, and employee performance). Mayindependently manage or administer programs, processes, projects,or resources.

Applies intermediate level knowledge, concepts, principles, andskills. Decision making occurs within general guidelines andrequires significant interpretation. Supervisor defines work guidedby goals and objectives. Supervisor assists with unusualsituations. Solutions require considerable analysis and evaluationof various alternatives. Independently anticipates needs andrequirements to resolve non-routine matters.

PRIMARY DUTIES
  • Provides contract and grant preparation review to understandrequirements for the application process. Prepares guidelines forthe submission. Provides the groundwork for the applicationrequired documents. Works with management to identify priorities ofgathering and processing documents and develops contractrequirements containing quantifiable specifications and measurableperformance criteria. Reviews application forms, contracttemplates, correspondence and selected agreements for appropriatepresentation of compliance information. Develops timeline to meetsubmission deadlines and checklist of required documents. Generatesrequired documents checklist for grant application.
  • Acts as point of contact and develops relationships with UMBparties, sponsor, and sub-contractors to ensure the contract orgrant short- and long-term milestones are met. Safeguards theintegrity of the grant or contract administration.
  • Navigates the Subcontract process through University systems,and provides groundwork to partners to ensure partnership is incompliance with University standards.
  • Collaborates with principal investigator (PI) and management todevelop project plan by interpreting policy and procedure.
  • Reconciles budget based on approved budget by sponsor. Providescurrent and historical budget data to project expenditures andforecast income. Works with staff on identified potential ledgervariances.
  • Prepares and reviews financial status reports and invoices.Organize the close out procedures with Faculty. Sets timelines tohave the documents complete. Reviews final closeout.
  • Ensures all results are completed and submitted to sponsor.Identifies and assists in issue resolution and escalates asneeded.
  • Acts as point of contact and advised PI on all financialtransactions, such as travel, purchasing, or subcontracting.
  • Interprets and applies Federal, State, and sponsors guidelinesand requirements.
  • Reviews applications for funding and process. Prepares grantand contract budget and application in line with University andfederal policy.
  • Maintains and tracks required training documents and ensuresall parties are in compliance with regulations.
  • Performs other duties as assigned.
Qualifications :
MINIMUM QUALIFICATIONS

Education : Bachelor's degree

Experience : Three (3) years of accounting, budget,contract, grant, or research administration experience.

Other : Completion of a 12-credit Research Administrationgraduate certificate program can be considered for the equivalentof one (1) year of relevant research administration workexperience.

Financial disclosure reporting required by State of Maryland EthicsCommission.

Except for qualifications established by law, additional relatedexperience and formal education in which one has gained theknowledge, skills, and abilities required for full performance ofthe work of the job class may be substituted for the education orexperience requirement on a year-for-year basis with 30undergraduate college credits being equivalent to one year ofrelated experience. In instances where specific education and/orexperience is required only directly related education and/orexperience may be substituted.

Hiring Range:

$79,908.57 - $83,500, Commensurate witheducation and experience.
