The Associate Attorney is primarily responsible for providing legal services to the agency under the direction of the Legal Counsel.

Reporting to the Legal Counsel/Associate Director of Legal Services & Human Resources, the Associate Attorney contributes to the advancement of the local public health’s mission by performing a range of responsibilities related to the Tulsa Health Department’s operations and legal compliance with applicable legal matters. This position works collaboratively with THD’s executives, managers, and staff to address legal issues and works internally with Human Resources to consult on employee matters and legal training. The Associate Attorney is primarily responsible for providing legal services to the agency under the direction of the Legal Counsel.
Examples of Duties
The following functions represent the majority of the duties performed by the position but are not meant to be all-inclusive or prevent other duties from being assigned when necessary.
ESSENTIAL JOB FUNCTIONS: (100% of the time)
- Develop and maintain a variety of legal documents in support of agency activities. These include contracts, professional services agreements, mutual aid agreements, vendor agreements, and other documents for conducting business.
- Researches and analyzes laws, policies, and ancillary legal materials to obtain information needed to advise staff, draft documents, or reach a legal conclusion.
- Obtain and maintain knowledge of relevant government financing and purchasing statutes and municipal codes.
- Provides legal oversight in support of the agency’s emergency operations activities.
- Conducts training on relevant legal topics.
- Perform duties to ensure compliance with the Oklahoma Open Records and Open Meeting Acts.
- Participate in investigations, including providing advice and assistance to staff in matters involving employee conduct, violations of privacy laws i.e., HIPAA, and other internal matters.
- Assists the Organizational Development Training Department to create, review, and implement training on federal employment laws such as ADA, FMLA, Discrimination, and Sexual Harassment.
- Assists with employment law research and stays up to date with federal and state changes in Wage and Hour law and FLSA.
- Advises on administrative law matters impacting the agency.
- Assists with relevant research and updates of the agency’s Personnel and Procedures Manual.
- Completes required training in support of the duties and responsibilities of this position.
- Other duties as assigned, including those required to fulfill activities in support of public health emergency operations
Qualifications/Specifications
Typical Qualifications
Education: J.D. Law Degree or LL.M. degree from an accredited school of law is required.
Experience: Four or more years of experience in the practice of law is required. Experience in contract development and negotiations, and working with local government legal issues is highly desired.

Licenses: Licensed to practice law in the State of Oklahoma and active membership in the State of Oklahoma Bar Association.
Internal And External Working Relationships
- Regular contact with internal personnel at all levels.
- External contact with contractors, subcontractors, other local government personnel and professional contacts at a local and national level.
PHYSICAL EFFORT:
This role routinely uses standard office equipment such as computers, phones, and photocopiers. Occasionally lifts materials, boxes of records, and equipment weighing up to 20 pounds; stooping, bending, and squatting in retrieving files. Regularly communicates with internal and external staff and partners. Move about in an office setting. Verbally communicate in front of small and large groups of people.
Supervisory Responsibility/Accountability
Direct Supervision – None.
Indirect Supervision – None.
Budget/Money/Material – Responsible for assigned equipment and computer hardware and software.
Reports to – Legal Counsel/Associate Director of Legal Services & Human Resources
Working Conditions
No unusual working conditions. Must be flexible to meet the needs of various schedules; hours may fluctuate based on the priority of deadlines and workload. Varying degrees of stress and pressure depend on the urgency of the task or project.
Special Requirements
- Must maintain THD record confidentiality unless officially authorized to release a record.
- Must possess the ability and willingness to perform job-related travel.
FLSA Status: Exempt
