Req#: 4018865 This is technical and skilled work planning, scheduling, developing and directing the activities of skilled personnel engaged in the Wastewater Collections Utility Locating and Wastewater Collection Preventive Maintenance Programs, as well as daily maintenance and repair of the wastewater collection and reclaimed water distribution systems. Incumbent assists the Wastewater Collections Supervisor with supervision and management of available resources and projects to provide effective and efficient operation of the wastewater collection and reclaimed water distribution systems. Candidate must have significant job knowledge of the varied activities and works with minimum direction, exercises independent judgement and makes decisions within the scope of specific assignments. Work is subject to frequent review by the Wastewater Collections Supervisor.
Assists the Wastewater Collections Supervisor with daily operation and maintenance of the wastewater collection and reclaimed water distribution systems.
Develops and ensures proper implementation and execution of the Wastewater Collections Preventive Maintenance Programs, i.e. High Pressure Cleaning and CCTV Inspection Program, Manhole Inspection Program, Hydrogen Sulfide Monitoring Program, Valve Exercising and Air Release Valve Programs. Maintains all records and provides monthly reports.
Assigns, directs and participates in the work of the crews engaged in construction and maintenance projects, Wastewater Collections Preventive Maintenance Programs and the isolation and identification of sources of inflow and infiltration of ground water into the wastewater collection system. Tasks depend on assignment and may include, but are not limited to the following: construction of gravity sewer lines, including manhole construction and repair; installation of sewer force mains, laterals, reclaim water distribution mains, service lines and meters; repair and replacement of reclaim fire hydrants, valves, and protection boxes, inflow and infiltration investigations, i.e. flow monitoring, smoke testing, dye water testing, etc.
Assists with planning, overseeing, directing, and delegating work assignments of the Wastewater Collections Foreman, Wastewater Collections Technician, Wastewater Collections System Operator, Utility Service Worker and other wastewater group employees and participates in the work as necessary.
Provides assistance to the Lift Station Foreman, Lift Station Mechanics and Lift Station Electricians when needed.
Acts as Wastewater Collections Supervisor during their absence.
Respond to, analyze and resolve customer concern calls regarding sewer backups and odor.
Verify and identify utility mains and appurtenances through the use of electronic detection equipment, atlas maps, drawings, as-builts, GIS, etc., for City of Titusville crews, contractors, engineers, developers, customers, other utilities, etc.
Identify and resolve utility conflicts through verbal discussions, office research, and field investigation.
Respond to, analyze and resolve problems associated with leak detection through use of computerized electronic detection equipment.
Investigate and resolve damage claims for recoupment of costs.
Performs daily random inspection of work in progress to assure conformance with instructions. Makes and adjusts work assignments. Directs or takes required corrective actions to initiate repairs, reports serious or potentially hazardous malfunctions to immediate supervision.
Requisitions necessary equipment and materials.
Assures that machinery/equipment is properly serviced and maintained.
Familiarizes new employees with job site and responsibilities. Trains workers as needed.
Reads and interprets blueprints, diagrams, or sketches. Update and maintain mapping systems. Produce new and revised system drawings associated with assigned projects, and with records modifications and improvements.
Provide technical assistance to crews and contractors, in the installation and maintenance of the wastewater collections and reclaim water distribution systems.
Perform preliminary investigation, design and construction coordination associated with any wastewater collections or reclaim water distribution manhole or valve box replacement or installation for City of Titusville, Brevard County or FDOT (Florida Dept. of Transportation) road resurfacing projects.
Catalogs and maintains a library documenting all television work.
Prepare records and reports as needed.
Monitors employee job performance and performs employee performance evaluations in concert with the Wastewater Collections Supervisor. Makes recommendations to supervision on disciplinary actions.
Performs other duties as assigned.
Thorough knowledge of the theory, operation, repair, and construction procedures of water and wastewater systems. Knowledge of repair and testing procedures for acceptance of gravity mains, force mains, reclaim water mains and appurtenances, hydrants, valves, etc. Knowledge of tools and equipment used to perform inspections related to inflow and infiltration investigations. Knowledge of tools and equipment used to clean sewer lines; manholes and sewer pump station-wet wells. Ability to plan, assign and direct the work force of others. Knowledge of the occupational hazards and necessary safety precautions applicable to this type of work. Ability to analyze maintenance problems and to exercise independent judgment in arriving at conclusions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages including engineering terminology. Ability to establish and maintain effective working relationships with subordinates, superiors and other City employees. Ability and skill in the use of drafting equipment. Ability to read and interpret blueprints, plans and specifications and follow a preventive maintenance program outline without constant supervision. Ability to express oneself clearly and concisely, orally and in writing. Ability to deal with contractors and the public with tact, firmness and professionalism. Knowledge of standard practices and procedures as related to wastewater collection system construction and maintenance and a minimum of three years of responsible work in skilled maintenance and repair work including some supervisory experience. A combination of education and experience that provides the required knowledge, skills, and abilities may be considered. Proficient knowledge of computer and software applications, i.e., word-processing, spreadsheet, personal computer applications, report preparation, and project tracking.
Possession of a valid Florida Commercial Class “B” Operator's driver's license with Tanker endorsement. Must possess a Class “C” Wastewater Collection Technician Certification within one year from date of hire and be able to obtain a Class “B” in three years. Must possess a Class “C” Reclaimed Water Distribution Certification within two years from date of hire. Must possess a factory CCTV inspection and high pressure/vacuum cleaning training certification.
Ability to obtain Intermediate Level MOT Certification within one year of employment.
Subject to 24-hour on-call status and emergency call-out during off duty hours and on weekends. During occasions of local emergencies this position may be required to report to perform emergency tasks, which may result in extended work hours, as well as extended periods of time away from family members.
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Requires lift up to 100 pounds with assistance, and/or up to 50 pounds of force constantly to move objects.
