Job summary

Crowley is hiring for a Petroleum Terminal Operations role on-site at Whidbey Island. You will assist the Manager in supervising transfer and receipt operations of petroleum products, ensuring safety and regulatory compliance across multiple modalities.

The role requires 3 years in bulk fuel facilities, familiarity with Major Hazard Facilities, and experience with government contracting. Strong MS Office skills and readiness to obtain security clearance are expected.

Qualifications

  • 3 years of experience in a bulk fuel facility or fuel systems receiving and distribution.
  • Recent experience (within the last 2 years) in a Major Hazard Facility (MHF) preferred; supervisory experience desired.
  • Previous experience with Government Contracting fulfillment desired.

Responsibilities

  • Assist in supervising and conducting transfer and receipt operations of petroleum products across ship, barge, tank truck, rail, and pipeline modalities, under the direction of the Manager.
  • Ensure safe, reliable execution of activities that are in compliance with all regulatory and company standards.
  • Supports facility inspections in accordance with contract requirements or operational directives.
  • Assists with budget monitoring and provides input to the annual budget process.
  • Assists in scheduling and monitoring working hours for facility employees and helps ensure staffing needs are met.
  • Supports the hiring and training of new employees, ensuring compliance with company and regulatory requirements.
  • Assists with fuels quality testing as directed by the manager and in accordance with contract requirements.
  • Helps maintain Crowley-owned equipment and assets and supports maintenance and housekeeping of government or customer-owned equipment and assets.
  • Assists with inventory control of bulk fuel tanks, additive systems, and assets to maintain contract compliance or operational directives.
  • May act as Incident Commander in the absence of the manager or as delegated.
  • Performs customer service-related activities as required.
  • Helps ensure all employees comply with DLA policies and procedures.
  • Supports continuous improvement initiatives through innovation and value creation, aligned with company values.
  • May act as relief for the Manager or other roles as needed.

What You’ll Do

Responsible for assisting the Manager, Petroleum Terminal with managing and overseeing activities relating to operations, inspections and maintenance for a specific region.

Other

Must possess or be able to obtain a government security clearance and maintain it throughout employment. A valid Driver's license.

Basic knowledge of WHS/MHF rules and regulations. Familiarity with operations and technical domain knowledge. Demonstrates effective communication skills and customer service. Supports process improvement and project management under supervision. Assists with budget reviews and financial processes. Awareness of safety hazards and precautions. Ability to operate and maintain machinery, tools, and equipment under guidance. Able to read and interpret operating and maintenance manuals.

Working Conditions

Works both inside an office environment and also outside in conditions of both high and low temperatures. May be exposed to odors, dust, dirt, mechanical hazards, high noise levels and potentially dangerous equipment. Must be able to crouch and stoop to get into areas with restricted headroom and be able to climb ladders. May require extended use of computer keyboard and viewing of computer monitor and ability to sit for long periods of time.

Position Location – Whidbey Island

Salary Range is $80,000 to $149,000

Pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.

Please note: This position is contingent upon contract award.

The anticipated award date is in the first quarter of 2027. Any employment offer extended will be conditional upon contract award and successful completion of all required pre‑employment processes, which may include background checks, drug screening, verification of work eligibility, and the ability to obtain and maintain a government security clearance, if required by the position.
