Description

Title: Assistant Property Manager (RAD)

Reports To: Property Manager

Department/Division: Operations/Property & Asset Management

FLSA Status: Non-Exempt

Position Summary

Responsible for assisting in managerial and administrative work involving the management and operation of INLIVIAN's affordable properties and non-residential properties. Responsibilities include, but are not limited to, the following:

Responsibilities
  1. Review and monitor Tenant Account Receivable (TAR) reports, carry out rent review and collection processes, accept rental payments, and follow up on delinquencies.
  2. Process all accounts receivable billing, including rents, work order charges, and miscellaneous charges.
  3. Meet with prospective residents, identify their housing needs, interview for eligibility, and process applications.
  4. Check applicants through the Enterprise Income Verification System (EIV).
  5. Show vacant units, describe features, discuss lease terms, and communicate community amenities.
  6. Maintain resident records to ensure compliance with regulations.
  7. Process move-outs, conduct inspections, and manage security deposits.
  8. Coordinate paperwork related to renting or vacating units.
  9. Coordinate preventative maintenance, identify repairs, and perform inspections.
  10. Handle maintenance requests, prioritize, and route to maintenance personnel.
  11. Maintain logs of work orders and update their status.
  12. Conduct annual inspections and move-in inspections.
  13. Assist in advertising efforts to attract tenants.
  14. Act as liaison with resident associations and assess resident concerns.
  15. Refer residents to services and coordinate with other departments to ensure residents receive needed assistance.
  16. Monitor lease compliance, investigate violations, and communicate remedies.
  17. Coordinate vacancy preparations and inspections.
  18. Complete re-certification processes as needed.
  19. Act as Property Manager in their absence.
  20. Generate reports and attend meetings.
  21. Stay updated on applicable rules, regulations, and laws.
  22. Adhere to INLIVIAN standards for materials, supplies, and resources.
  23. Perform other duties as assigned.
Education and Experience

High School Diploma or GED required. An associate's degree in Social Work, Public Administration, Business Administration, or related field is preferred. At least one year of clerical or property management experience or equivalent education and training is required.

Certification(s) required within 12 months of employment: Accredited Residential Manager, Enterprise Income Verification System (EIV), Fair Housing, Tax Credit (if applicable), and HCV Rent Calculation.

Knowledge and Skills

Thorough knowledge of INLIVIAN policies, HUD regulations, housing standards, and social services. Good leasing, recertification, and inspection knowledge. Ability to document accurately, read complex material, establish effective relationships, communicate clearly, counsel residents, manage demands, and operate computer software.

Supervision Controls

The employee reports to and is accountable to the Property Manager. Work is planned independently, with regular review for accuracy and compliance.

Guidelines and Complexity

Routine duties follow established policies, laws, and regulations. Decisions are made based on circumstances, prior experience, and supervisor guidance, involving coordination and prioritization of tasks.

Scope and Effect

This role significantly impacts residents, INLIVIAN's reputation, and community relations by ensuring effective property management and compliance.

Physical Requirements

Work involves indoor and outdoor activities, physical exertion, and handling emergencies. Ability to sit, stand, bend, push, pull, and use fingers is necessary. Vision and hearing must be adequately corrected. Work may involve exposure to fumes, dust, and odors.

Work Environment

Primarily office-based, with outdoor visits to properties. Conditions are generally controlled but may involve outdoor risks during site visits.

Other Requirements

Valid North or South Carolina driver's license required. Confidentiality must be maintained. Continuous improvement and education are expected.
