Job Summary:
Under the direction of the Program Director, oversees program functions and operations for multiple programs supporting individuals with intellectual and developmental disabilities (I/DD) within an assigned region, including direct supervision of Program Supervisors and indirect supervision of direct support and other program staff (e.g., Assistant Supervisors, DSPs, etc.) or direct supervision of programs in the absence of a supervisor. The Assistant Program Director is responsible for all aspects of the assigned programs and interfaces with Program Supervisors, applicable regulatory agencies (e.g., OPWDD, DDD), Quality, Compliance, Training, and other support departments and Direct Supports staff to promote community integration and inclusion, and ensure the health, wellness, safety, and needs of the people we support.
Ensure that the training provided and work performed by the program staff meets Federal, State, Local, and agency compliance and regulatory standards. The Assistant Program Director is involved in the growth and development of the assigned program staff and provides feedback for performance evaluations. Serves as an administrative resource for assigned Program Supervisors, providing guidance, resources, and additional training as necessary. Develops and maintains working relationships with families, service providers, applicable regulatory or external agencies, and community members.
Key/Essential Functions & Responsibilities:
- Oversees and ensures compliance with regulations and best practices for multiple program teams, which may include a Program Supervisor, Assistant Supervisor, and Direct Support Professionals (DSPs) or other direct care staff (DSP/RBTs, ABIS, HCS, etc.) and additional supports from the multi-disciplinary team including behavior support staff (BCBA, BIS, nurses, etc.).
- Provides effective leadership in each program, collaborating with the director, regional leadership, and/or clinical team to ensure implementation of person-centered, individualized plans for all persons supported, following appropriate levels of supervision and safeguards.
- Ensures program staff assist people supported in maximizing their strengths, interests, and abilities while upholding their personal rights and support individuals in meeting personal goals that characterize quality of life, encourage socialization, and facilitate activities that provide connections to the community.
- Performs the role of Program Supervisor in the absence of one, which includes program oversight, staff training, adherence to regulations, managing program budgets, liaising with families, etc.
- Ensures that each Program Supervisor maintains state regulations, oversees clinical programming, fosters quality assurance, and advocates for the people we support, serving as a strong liaison with families, regulatory agencies, and outside stakeholders through direct supervision and oversight of daily operations.
- In collaboration with the Program Supervisor, ensures that staff provide appropriate, therapeutically documented levels of individual supervision on-site and in the community to ensure and protect the individuals’ health and safety.
- Meets regularly with Program Supervisors and maintains documentation of these meetings as required.
- Assesses work performance and ensures quality service provision through ongoing supervision and observation of residential program staff in support of positive engagement in the home.
- Reviews and ensures timely submission of reportable incidents and other reports required by YAI and regulatory agencies to ensure compliance.
- Reviews and supports the maintenance and compliance of personal ledgers for the people we support.
- Reviews data collection for the program through Digital Agency (DA) and provides training as necessary to ensure accurate billing, if applicable.
- Ensures the completion and maintenance of all paperwork and records related to individual treatment, including medical records, treatment reports, progress notes, behavior reports, incident reports, billing records, and communication systems.
- Monitors finances and budgets of each program, reviewing and approving expenses, addressing overages, and conducting reconciliations.
- Ensures facilities are well maintained, safe, and meet Fire or Life Safety Code standards and other applicable standards.
- Evaluates and monitors program needs, identifying unmet needs, proposing solutions, and revising services as needed.
- Participates in meetings and case conferences with Program Supervisors and interdisciplinary teams to ensure quality care.
- Assists in resolving concerns related to programs, staff, families, and individuals, including those raised by other service providers or community members.
- Stays informed of applicable regulations and trends in the I/DD field, participating in agency or trade committees, conferences, and seminars.
- Makes decisions according to policies and procedures to ensure appropriate treatment and service delivery.
- Ensures staff compliance with all regulatory requirements, including HIPAA.
- Serves as Administrator-on-Call and provides program coverage as needed.
- Performs other duties as assigned.
Minimum Qualification Requirements:
- Bachelor’s Degree in Social Work, Psychology, Special Education, or a related field, or a satisfactory combination of related education, experience, and training.
- Five (5) years of experience working with individuals with I/DD, including experience in service delivery settings, with at least three (3) years in a supervisory or managerial role.
- Willingness and ability to travel across the assigned region and to programs regularly, and occasionally to other locations in NY/NJ metro area.
- Ability to respond to calls and programmatic needs beyond regular hours as needed.
- Extensive knowledge of developmental disabilities, co-occurring behavioral/mental health diagnoses, and clinical syndromes.
- Knowledge of applicable regulations (OPWDD, DDD, etc.).
- Exceptional communication, presentation, and training skills.
- Strong supervisory and leadership skills, with the ability to manage and support large teams.
- Highly organized, able to manage time, handle multiple priorities, and meet deadlines.
- Flexible, cooperative, and a team player.
- Ability to work under stress and handle crises effectively.
Additional Minimum Requirements by State:
State of New Jersey:
- Must meet federal requirements for a QIDP (per 42 CFR 483.430), including at least 1 year of experience working directly with persons with intellectual or developmental disabilities.
- Must be one of the following: a doctor of medicine or osteopathy, registered nurse, or a human services professional with a bachelor’s degree in a related field.
- Must be at least 18 years old and obtain RBT certification within one year of appointment.
- Must hold a valid driver’s license with no more than 5 points.
- Must pass a drug screening prior to employment and periodically as required.
Preferred Qualifications:
- Master’s Degree in Social Work, Psychology, Special Education, or a related field.
Compensation: $70,000-$75,000 annually
