Job summary

Washington State Health Care Authority in Olympia, WA, seeks an Apple Health Services and Operations Director to lead the AHSO division and drive policy interpretation, operational leadership, and customer/provider service excellence for Medicaid, CHIP, and WACares programs.

The role requires executive leadership over 65 statewide programs, strategic direction, and enterprise-wide initiatives, with on-site reporting and a remote-hybrid work arrangement.

Qualifications

• Bachelor’s degree in health policy, health administration, public health, public administration, or related field.
• Five (5) years of leadership experience in Medicaid, public health, human services, or related programs in a represented environment.
• Three (3) years of senior level management experience (supervising other supervisors/managers).
• Associate degree option requires seven (7) years of leadership experience and three (3) years of senior management experience.
• Nine (9) years of leadership experience in Medicaid/public health and three (3) years of senior management experience.

Responsibilities

• Direct statewide customer and provider service operations for Medicaid and CHIP programs, and the WACares program.
• Establish strategic direction, priorities, performance measures, and operational objectives for AHSO units.
• Ensure operational excellence and lead initiatives to improve customer service delivery, provider support, and claims administration.
• Ensure readiness for major program, policy, and systems changes.
• Provide executive oversight for Medicaid program administration, policy interpretation, and compliance.
• Address federal and state statutes, CMS guidance, audit findings, and program requirements.
• Direct the design and evaluation of COB and Third‑Party Liability policies for compliance.
• Advise the Medicaid Director and Executive Leadership on policy, legislative, and regulatory changes.
• Serve as appointing authority for a workforce of 250 employees.
• Direct division budget planning, resource allocation, and fiscal accountability.
