Job Description

The role of the Assistant Finance Director is to provide daily oversight of all aspects of the district’s financial functions, including budget, financial reporting, payroll, accounts payable, accounts receivable, and purchasing. The Assistant Finance Director provides day-to-day directions to the Payroll and Benefits Coordinator and the Accounts Payable and Purchasing Specialist. The Assistant Finance Director also provides guidance and direction to school and departmental staff in their performance of finance-related tasks.

Performance Responsibilities:

  • - Ensure that financial practices and priorities are clearly communicated and understood and consistently followed.
  • - Lead and coordinate change processes for effective implementation finance procedures and practices.
  • - Liaise with the Department of Elementary and Secondary Education and other agencies on matters, which lie within the scope of the position, and to ensure compliance with reporting and other requirements.
  • - Assist with the development of the annual budget including preparing and disseminating budget guidelines, providing training to, and assisting administrators in preparation of department and school budgets, and presenting budget to stakeholders.
  • - Serve as a resource to building principals and department heads on all matters related to finance and budget.
  • - Monitor the budget and prepare regular budget reports, including projections for review by the Director of Finance, Superintendent, and School Committee.
  • - Review grant applications; help coordinate grant submissions including requests for payments, amendments, and final reports.
  • - Assist with the preparation and submission of the End of Year Financial Report to DESE.
  • - Assist with the preparation of multi-year forecasts of revenues, expenses, enrollment, and other financial or operational data.
  • - Monitor revenues, ensure proper internal controls, facilitate efficient and effective payment systems (including online payments), coordinate financial assistance programs, and ensure receipts are adequate to support budgetary requirements.
  • - Post journal entries including budget transfers as needed.
  • - Ensure timely and accurate payroll including reporting and remitting employee deductions and contributions. Maintain salary schedules and coordinate annual award of steps and longevity as appropriate.
  • - Provide daily oversight of the requisitions and purchase order process, approve all requisitions $5,000 or lower, and oversee all Accounts Payable activities.
  • - Monitor revenue receipts, ensure all revenues are collected in a timely fashion, and reconcile available resources and expected revenues with the fiscal needs of the school district.
  • - Assist schools with proper accounting, tracking, and reconciling of student activity accounts.
  • - Monitor expenditure of all school grants and revolving funds, and capital project funds.
  • - Perform reviews/internal audits of payroll ledgers, time sheets, accounts payable warrant, account receivable records, and student activities accounts on a regular basis.
  • - Work with independent auditors in their performance of annual and other audits; answers questions, locate material; explain procedures and policies as requested.
  • - Assist with financial analysis to support development of collective bargaining strategy.
  • - Assist with the preparation and monitoring of the district’s capital plan, as well as the departmental budgets for the operational departments.
  • - Ensure proper procedures are followed for the acceptance of donations and gifts and that expenditures are made in accordance with the purposes and requests of the donor, when appropriate and legal.
  • - Develop and maintain business procedure manuals for all school business operations.
  • - Prepare job descriptions and evaluation instruments of business operations personnel.
  • - Provide appropriate staff development for business services.
  • - Maintain credit/purchasing card practices and procedures.
  • - Serve as district administrator for the accounting software, and lead trainer for accounting software and other business office systems for staff.
  • - Execute imports or exports of data or information between various software systems.
  • - Respond to finance and budget inquiries from staff, leaders, and the public.
  • - Perform such other duties as may be assigned from time to time that fall within the general scope of the position.

Position Type: Full-time

Salary: $90,000 to $110,000 Per Year

Job Requirements
  • - MA DESE licensure as School Business Administrator or willingness to obtain licensure desired
  • - Knowledge of Generally Acceptable Accounting Procedures (GAAP), and familiarity with public sector accounting and municipal and school finance laws and regulations
  • - Strong customer service, communication, organizational, time management, analytical, and interpersonal skills
  • - Ability to work collaboratively with a high-performing team and communicate effectively with diverse groups including committee members, administration, and faculty
  • - Expertise in budgeting and a demonstrated ability in operations analysis, forecasting, and strategic planning. Strong analytical skills, with a proclivity for data informed decision making
  • - Excellent computer skills and familiarity with computer networks and financial software. Advanced proficiency with spreadsheet applications. Working knowledge of MUNIS is preferred
  • - Knowledge of public procurement, auditing procedures, state reporting, municipal or school district accounting principles, fiscal management, purchasing, maintenance of buildings/grounds, grants, contracts, and personnel supervision
  • - Thorough knowledge of federal, state, and local laws regarding school finance and operations management
  • - Highly developed interpersonal skills and experience in project management and facilitating change
  • At least 5 year(s) of relevant experience preferred.
  • Bachelor degree preferred.
  • Citizenship, residency or work visa required
