The Engineer II role functions as an Assistant Division Contract Engineer, supporting contract preparation and letting for division highway projects, as well as assisting on Central let projects. Responsibilities include reviewing plans, estimating quantities, and verifying project data in accordance with planning reports, technical data, and NCDOT and FHWA policies. The role involves evaluating estimates and proposals from NCDOT units, consultants, municipalities, and counties to ensure compliance with policies, federal requirements, and technical standards.
Key duties include instructing on plan corrections, ensuring accurate cost estimates and project provisions, reviewing plans and proposals, creating contract proposals, and managing contract documentation post-letting. The position also involves facilitating the bidding process, including bid opening, compliance review, and contract awarding. Additionally, the role requires interaction with the Office of Civil Rights to ensure Title VI compliance, working with contractors and partners to uphold these standards.
Applicants should demonstrate experience in project planning, development, scheduling, and completion, along with customer service skills related to explaining engineering concepts. The role requires the ability to analyze large data sets for project management, a solid understanding of engineering practices in construction and project development, and familiarity with NCDOT procedures.
Technical skills include entering data into server-based programs such as APlus, SPECS-WONDERXWLK, Transport-PED, and Transport-LAS. Candidates must meet minimum educational and experience requirements: a Bachelor's degree in engineering from an accredited institution and at least three years of responsible experience, or an equivalent combination of education and experience. A professional engineer registration may be required.
