  • Bachelor’s degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field.
  • Minimum eight (8) years of related experience.
  • Minimum four (4) years in a management or supervisory role in a large, multi-faceted organization.

Responsibilities

  • Assist Director/Business Unit & project leadership with proactive cost, schedule, and risk management to optimize project baselines.
  • Provide independent oversight of delivery performance relative to baselines and apply effective project control practices.
  • Contribute input during the Select-Phase to optimize configuration and establish baselines for schedule, cost, and risk.
  • Lead front-end-loading to identify opportunities to reduce delivery risk and maximize value.
  • Oversee delivery performance and ensure project control practices are applied.
  • Collaborate cross-functionally to solve problems and implement changes.
  • Work with Agency and Development to resolve complex issues.

HOURS OF WORK: 8:30 AM to 5:00 PM or as required (7.5HR/DAY)

SALARY RANGE: $117,510 to $146,888

MTA Construction & Development (C&D) is responsible for the planning, development, and execution of all capital construction projects across the MTA region. Through centralized oversight and management of the MTA’s $64 billion Capital Program, C&D ensures the efficient delivery of critical infrastructure projects that support the region’s vast transportation network. Telework

This position is eligible for telework, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Job Summary

The Assistant Director, Project Controls, has some level of authority for decision-making, staffing, and budget for their functional area of responsibility, subject to approval regarding the most significant business and policy issues by departmental management and/or Senior Management.

The incumbent has decision-making authority over their functional area of responsibility within well-defined, somewhat diversified procedures and precedents. The Assistant Director provides high-level analysis, makes recommendations for policy and procedural changes with final approval from departmental management and/or Senior Management, and supports implementing such changes. May provide input into overall strategy and approach in consultation with departmental management and/or C&D Delivery Senior Management.

Responsibilities

Assists Director/Business Unit & project leadership in providing proactive cost, schedule, and risk management support to the Program Director and Technical Services concerning optimizing projects and defining appropriate plan, cost, and risk Project Baselines.

Independent oversight of project delivery performance relative to Project and Contract Baselines and application of effective project control practices by senior leadership and project teams.

Provide proactive cost, schedule, and risk management input during the Select-Phase stage to optimize project configuration for all project scope of work and agree on the schedule, cost, and risk baselines.

Lead front-end-loading activities to identify opportunities to mitigate risk and realize opportunities associated with defining projects and their emerging execution strategies to reduce delivery risk and maximize project value for money.

Oversee project delivery performance against Project Baselines and ensure appropriate project control practice is applied.

Works cross-functionally to solve problems and implement changes. Analyses decisions and actions from project outcomes, performance, and value-for-money.

Works proactively with Agency and Development to resolve complex issues.

Education and Experience

Bachelor’s degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field.

Must have a minimum of eight (8) years of related experience.

Must have a minimum of four (4) years in a management or supervisory role and/or project manager role in a large, multi-faceted organization.

Competencies

Experience in project management or project controls with highly complex systems is preferred.

Proven ability to collaborate with a broad range of stakeholders and drive outcomes.

Excellent communication and interpersonal skills.

Final salary is determined by experience, skill set, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
