General Summary of Position
Reporting to the Vice President Integrated Surgery Service, Regional Chair of Colon and Rectal Surgery, Regional Chair of Surgical Oncology, the Assistant Director Integrated Surgery Service manages and coordinates the daily operational activities of the Regional Service Lines of Colon and Rectal Surgery and Surgical Oncology; and provides operational support to the General Surgery ambulatory practices for MedStar Washington Hospital Center. Also functions as the Regional Administrator for Quality, Safety and Outcomes (QSO), reporting to the Vice-Chair QSO for the Integrated Surgery Service.



Primary Duties and Responsibilities

  • Directs clinical and practice operations of the MedStar Washington Hospital Center Integrated Surgery Services Faculty Practices at all sites, including, but not limited to communications in collaboration with Senior Director, Chief of Surgery to identify areas of departmental growth; planning to meet goals for efficient operations, program development, and coordination of program related activities.
  • Assumes responsibility for the professional growth and development of all Surgery clinical staff, including personal, group and program goals while maintaining high standards of clinical practice and professionalism. Evaluates staffing patterns of ambulatory care services to include MWHC clinics and satellite clinic locations and makes recommendations for staffing levels and/or staffing redeployment.
  • Appraises, forecasts, and determines a desired set of future conditions and strategic planning/growth opportunities. Implements system-wide initiatives required to achieve the goals and objectives of the organization within the Integrated Surgery Services.
  • Provides guidance and oversight with Ambulatory Practice Managers to ensure the efficient use of staff, equipment and supplies. Manages clinical operations to ensure budgetary guidelines are met.
  • Develops, implements and evaluates policies, procedures, standards, and department-specific continuous improvement strategies designed to improve patient satisfaction, patient safety, and quality of care. Implements cost effective plans and strategies. Monitors the effectiveness of such programs through tracking tools put in place prospectively and revises them as indicated.
  • Prepares and monitors budgets (capital, expense, staffing, and revenue) and special purpose funds. Performs monthly variance analysis and reporting as required.
  • Manages day-to-day operations of the ambulatory practices. Implements policies and procedures of physician practice management and operations in collaboration with physician and nursing leadership. Implements and manages appropriate programs and services in keeping with the goals of the department. Works with staff to ensure the smooth flow of patients through the practices and all work is performed accurately and within specified time constraints.
  • Oversees management of schedule templates for all providers. Ensures templates are organized so that patients can be scheduled immediately, or within 24-72 hours for less urgent requests.
  • Maximizes professional and facility revenue, to include insurance verification and eligibility, insurance authorizations, collection of payments, and reconciliation of charges. Educates staff and physicians as appropriate. Determines and submits revenue, staffing, operating and capital budgets and ensures that fiscal targets are realized. Analyzes and reports on variances and develops corrective action plans to ensure unfavorable variances are improved. Monitors expenditures and income levels monthly. Ensures accurate productivity measures for monitoring the departments' activities.
  • Interviews, hires, evaluates the performance of staff in collaboration with the nursing leader, and when necessary, disciplines and discharges. Develops performance evaluation standards and objectives and monitors and evaluates staff performance. Assigns duties and responsibilities in conjunction with physician leaders. Ensures training and development of staff, approves personnel actions, and resolves staff grievances to ensure compliance with Hospital and contractual stipulations.
  • Implements new services and technological advancements. Coordinates acquisition process of capital equipment and supplies for approval.
  • Oversees the process of authorization for services, to include visits and surgeries for three service lines.
  • Conducts biennial code and fee reviews. Ensures that charge sheets are updated as necessary. Ensures hospital charges are entered correctly, in a timely manner. Reconciles all charges to ensure timely charge capture.
  • Leads the practices in managing formal performance improvement initiatives. Prepares reports of successful practice indicators for review. Prepares and/or assists in preparation of administrative policies and procedures for areas of responsibility.
  • Implements best practice models for ambulatory practice management, including training, planning, coordination of shared services, facility management, and general operations.



  • Minimum Qualifications
    Education

    • Bachelor's degree in Business Administration, Health Services Administration or directly related discipline required
    • Master's degree preferred


    Experience

    • 3-4 years of progressively more responsible job-related experience in hospital administration or management of a large business operation required


    Licenses and Certifications

    • Membership in a professional group such as MGMA and/or ACHE preferred



    This position has a hiring range of $93,142 - $175,968
