Posting Summary

Rutgers, The State University of New Jersey is seeking a Assistant Director Export Control and Research Security for the Office for Research. The Office for Research's mission is to support the research, scholarship, and creative endeavors of all Rutgers faculty. The Office accomplishes its mission by convening with academic and research leaders, providing integrated, user-focused resources, services, and tools, and partnering with faculty.

Among the key duties of the position are the following:

  • Supports the university's research compliance mission by leading outreach, education, communication, and quality assurance initiatives related to research security and export control.
  • Plays a key role in promoting institutional awareness of federal regulatory requirements and advancing a culture of responsible and secure research across Rutgers University.
  • Leads quality assurance and continuous improvement activities for the Research Security and Export Control programs, including compliance monitoring, assessment of program effectiveness, development of metrics and reporting, drafting and negotiating export control contract clauses with federal and corporate sponsors of research and identification of opportunities to strengthen institutional controls and processes.

Daily Work Shift: Day

Qualifications

Minimum Education and Experience:

  • Bachelor's degree and a minimum 5 years of experience in a decision‑making position with extensive experience in export control compliance, contract review and negotiation. An equivalent combination of education and/or experience may be substituted for the degree requirement.

Required Knowledge, Skills, and Abilities:

  • Demonstrated experience developing educational programs, communications initiatives, stakeholder engagement strategies, or compliance‑related outreach programs.
  • Experience with sponsored projects administration of federal funds, preferably in an institution of higher education.
  • Ability to prioritize, plan and analyze and execute multiple and complex export control related activities.
  • Ability to develop and give presentations to faculty, staff, and other groups who require information on export control and research security.
  • Direct experience in export control or research security
  • Technical knowledge, broad and flexible enough to assist researchers in determining the export control compliance implications of project technologies, deliverables, presentations, publications and personnel.

Preferred Qualifications:

  • Certified export control officer.
  • JD degree.
  • Experience developing metrics, reports, dashboards, quality improvement initiatives, or compliance performance measures.
  • Demonstrated proficiency in evaluating and applying artificial intelligence, automation, and emerging digital technologies to enhance program effectiveness, operational efficiency, communications, quality assurance, compliance oversight, and continuous improvement initiatives.

Equipment Utilized:

  • No special equipment will be used other than a standard personal computer and access to existing University databases.
  • There will be a requirement to use an existing special software program installed on a secure computer to engage the U.S. Department of State and allows restricted access.
  • The individual will need to gain approved access to this software from the U.S. Department of State as a registered user.
  • In addition, the individual will help establish parameters defining an Export Control database/research and order applicable software.
