Job summary

MTA Bridges and Tunnels seeks an Assistant Director, Central Control Unit, to lead payroll, timekeeping, leave management and related operations for ~1,000 represented and non-represented employees. You will oversee staff, ensure policy compliance, and coordinate with Labor Relations and other agency partners.

This role requires a strong background in payroll systems, CBAs, and process improvements, with telework eligible (one day per week) and substantial leadership responsibilities.

Qualifications

• Bachelor’s degree in arts/sciences (BA/BS) in Business Administration, Public Administration, Accounting, Finance, Industrial Relations, or related field.
• Minimum 8 years of payroll, timekeeping, workforce management or HR operations experience.
• Minimum 4 years of supervisory or management experience leading professional staff.
• Experience interpreting CBAs, agency policies, and payroll regulations.
• Experience with PeopleSoft, FLOGS, Kronos WFM or related systems.
• Excellent written and verbal communication skills.

Responsibilities

• Manage TBTA's weekly and bi-weekly payroll, timekeeping, labor distribution and project hour reporting for ~1,000 employees.
• Oversee employee leave and accrual programs, including entitlements and related transactions.
• Oversee onboarding, transfers, separations and payroll transactions.
• Perform payroll audit activities to identify underpayments or overpayments and coordinate corrections.
• Maintain audit trails and ensure internal controls and compliance with CBAs and regulations.
• Support Kronos WFM implementation including testing, validation and process reviews.
• Provide leadership, coaching and development for staff.
