Job summary

Duties & Responsibilities

POSITION OVERVIEW:

Responsible for financial oversight, tracking and reporting of capital improvement projects (CIP), bio med equipment including payroll allocation, funding sources, and grant compliance. Acts as a multi-site liaison between finance, local Plant and operations, OFD, Biomed, supply chain and central office teams to ensure accurate cost tracking, alignment with budget and funding requirements for NYC H+H PAC division.

ESSENTIAL FUNCTIONS: (List in order of importance to role and time spent on function)

• Capital Improvement Projects (CIP), budgets and expenditures. Collaborates with facilities, engineering, central office, procurements and operations team to ensure accurate project cost capture and timely and accurate reporting. Proactively follow CIP project stages to ensure timely substantial completion and accurate prompt capitalization to fixed asset accounts. Maintain and oversees the asset lifecycle (acquisition, capitalization, depreciation, transfer and disposal)
• Track and allocate payroll + FB + OTPS costs related to in-house improvements/ projects that are capitally eligible in coordination with facilities and operations teams.
• Oversees medical equipment acquisitions. Key liaison between sourcing, PAC finance and operations team. Monitor and report on medical equipment (major/ Minor) facility budget, capital grants and funding sources.
• Monitor accuracy of Asset ledger related to cost of capital item, depreciation etc.
• Develop and enforce internal controls related to capital projects and assets in accordance with GAAP.
• Support internal and external audits related to capital assets, projects and funding. Maintain compliance with organizational policies and regulatory requirements.
• Manage accounting and compliance for capital grants and funding sources. Ensure alignment between project spending and funding requirements.
• Manage, plan and monitor repurposing of capital funding that are available for repurposing per capital / Kahua tracker.
• Prepare financial reports, forecasts and variance analysis for capital projects.
• Ensure proper accounting of rental Medical and other equipment (vendor invoices need to match with actual equipment rented by facility).
• Assist in budgeting and short term and long-term capital planning.
• Educate local department heads on how to identify depreciable assets per NYC H+H policy.
• Responsible to travel to all PAC facilities to monitor and track progress on capitally eligible projects, rental equipment and proper capture of PS+ FB + OTPS for in-house renovation projects.
• Any other assignments assigned by supervisors.

Minimum Qualifications

• A Masters Degree in Business Administration, Science, Health Care Administration, Engineering or related program from an accredited college or university or a license as a Professional Engineer or registration as an Architect; and,
• Six years managerial experience in Capital Program or budget work in the construction field, including two years experience in budget administration and management of health care facilities; or,
• A satisfactory equivalent combination of education, training and experience.

Department Preferences

• Experiencing managing or supporting Capital Improvement Programs and fixed asset accounting.
• Background working with cross-functional teams (facilities, engineering, operations etc.)
• Experience in healthcare, large multi-site organizations strongly preferred.
• Strong knowledge of fixed asset accounting and asset lifecycle management.
• Understanding capitalizing policies and GAAP reequipments.
• Experience with Oracle, PeopleSoft, Kahua and asset management modules.
• Advanced proficiency in Microsoft excel (financial modeling, data analysis, reconciliation)
• Familiarity with project tracking tools and reporting systems
• Strong Analytical and communication skills
