The New York City Department of Housing Preservation & Development (HPD) is seeking an Associate Commissioner of Administration to lead the Divisions of Human Resources and General Services, ensuring a strong, equitable administrative infrastructure across HPD’s workforce and districts.

Qualifications

Bachelor's degree with 4 years of supervisory/administrative experience in housing or related fields.
Law degree and NY Bar may substitute for up to two years of general experience.
Equivalent experience may be accepted.

Responsibilities

Lead Divisions of Human Resources and General Services to align with agency priorities.
Advise Executive Deputy Commissioner on workforce strategy and organizational effectiveness.
Partner with Office of Labor Relations & Investigations on labor-management engagement and issue resolution.
Guide staffing, headcount management, and recruitment planning.
Ensure HR practices comply with City, State, and Federal regulations and promote equity.
Oversee space planning and facilities operations across HPD locations.
Manage agency fleet operations and logistical support services.
Ensure readiness and continuity of operations during emergencies.
