Qualifications

Job Description

GENERAL PURPOSE

Perform advanced professional engineering and administrative work related to the planning, design, review, coordination, and construction of municipal infrastructure and public utility projects. Provide technical leadership, project management, and support for engineering operations, capital improvement projects, development review, and utility engineering functions. May act on behalf of the City Engineer when delegated or in the City Engineer’s absence and may supervise staff or consultants as assigned.

Receives direction from the City Engineer.

ESSENTIAL FUNCTIONS
  • Assists the City Engineer in planning, organizing, directing, and coordinating engineering and public utility functions for the City.
  • Manages, reviews, and coordinates capital improvement projects from concept through design, bidding, construction, and closeout.
  • Ensures compliance with City codes and standards and oversees traffic, drainage, right-of-way, and development engineering requirements.
  • Manages the City stormwater program (MS4) and ensures compliance with UPDES requirements and related permits.
  • Manages stormwater inspection activities and associated budgets.
  • Oversees FEMA floodplain management activities and administration of floodplain development permits.
  • Coordinates with FEMA, Salt Lake County, State agencies, and the U.S. Army Corps of Engineers.
  • Serves as engineering liaison to Public Works utility divisions and coordinates utility project delivery and performance expectations.
  • Manages and oversees water and stormwater capital improvement projects.
  • Reviews land disturbance permits and development applications with respect for utility, stormwater, and floodplain compliance.
  • Provides and oversees utility plan reviews for development projects.
  • Leads engineering design and review of City water, stormwater, and public utility projects, including plans, specifications, construction documents, cost estimates, studies, and technical reports.
  • Develops, manages, and monitors engineering budgets associated with stormwater, water, utility, and capital improvement programs, including the Stormwater Enterprise Fund.
  • Assists in managing and updating capital improvement software
  • Conducts and oversees water, stormwater, hydraulic, and infrastructure studies.
  • Participates in development and implementation of departmental goals, objectives, policies, priorities, and strategic initiatives.
  • Assists in the preparation, issuance, evaluation, selection, and administration of requests for proposals, consultant agreements, and construction contracts.
  • Prepares and administers state and federal grant applications and funding requests related to utility and infrastructure projects.
  • Develops and updates utility master plans, impact fee facilities plans, and long-range infrastructure planning documents.
  • Develops and maintains the City culinary water, secondary water, stormwater, hydraulic, and related utility models.
  • Oversees the development, maintenance, calibration, and application of utility system models used for planning, development review, CIP programming, and operations.
  • Assists in development and implementation of utility asset management programs, including condition assessments, lifecycle planning, and replacement strategies.
  • Ensures compliance with applicable federal, state, and local regulations governing stormwater systems, floodplain management, utility infrastructure, environmental permitting, and public works operations.
  • Provides technical leadership and support to the Engineering Department
  • Oversees and provides mentoring for Engineering Department staff and inspectors
  • Performs site visits and construction observations as needed.
  • Prepares reports, presentations, projections, and recommendations for City leadership and City Council.
  • Responds to citizen inquiries, complaints, and investigations as needed.
  • Assists in supervising engineering staff and inspectors.
  • Performs other related duties and responsibilities as assigned.
MINIMUM QUALIFICATIONS
Education
  • Bachelor’s degree in civil engineering or comparable degree from an accredited university.
Experience
  • Five years of progressively responsible Civil Engineering experience with at least three years of administrative experience in the practice of civil engineering.
License/Certifications
  • Professional Engineer (PE) License in Utah or ability to obtain by reciprocity within six months.
Additional Requirements
  • Must be at least 18yrs old.
  • Must possess a valid Utah Driver’s License.
  • Must be able to pass a pre‑employment drug test, background check, and driving record check
PREFERRED QUALIFICATIONS
KNOWLEDGE, SKILLS, AND ABILITIES
  • Working knowledge of principles and practices of the planning, design, construction and administration of municipal public works programs.Knowledge of leadership styles and skills.
  • Comprehensive knowledge of civil engineering principles, municipal infrastructure, and public utility systems.
  • Knowledge of improvement planning, construction methods, plan review, and project management.
  • Ability to evaluate complex engineering problems and recommend effective solutions.
  • Ability to read and interpret plans, specifications, maps, surveys, legal documents, and technical reports.
  • Strong organizational, communication, and supervisory skills.
  • Ability to coordinate multiple projects and deadlines.
  • Ability to work effectively with the public, contractors, consultants, developers, staff, and elected officials.
  • Ability to use word processing, spreadsheet, CAD, GIS, and related software.
WORK ENVIRONMENT
  • Primarily office-based with regular field inspections and site visits.
  • Occasional walking, climbing, bending, and work in outdoor conditions.
  • Positions in the classification occasionally bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information.
  • Positions in the classification occasionally lift and carry reports and records that typically weigh less than 20 pounds.
  • May be required to leave the office and visit job sites within the City.
