Job summary

Join the City of Gunnison Public Works team as a Senior Civil Engineer and help shape the infrastructure that supports our community. This position plans, designs, and implements major capital improvement projects involving streets, right of way, ADA accessibility, traffic, stormwater, water, sewer, electric utilities, and other essential infrastructure. You will work with consultants, contractors, regional partners, City staff, residents, and City Council to move important projects from planning and design through construction and completion.

We are looking for a licensed Professional Engineer with a bachelor’s degree in civil engineering who enjoys solving complex infrastructure challenges and seeing projects become reality.

General Purpose:

Plans, designs, and implements Right of Way infrastructure improvements. Aligns efforts with city strategic imperatives by guiding and collaborating to enhance infrastructure resilience and optimize Public Works performance. Provides professional-level technical oversight of contracts, design, and construction in support of the City’s capital improvement projects.

Essential Duties and Responsibilities:

• Performs professional managerial and technical administrative duties
• Manages roadway infrastructure, including ADA accessibility improvements, multi-modal corridors, safety initiatives, traffic modeling, maintenance, and project development. Collaborates with county and regional partners to plan infrastructure enhancements. Serves as a key liaison, effectively communicating with community residents and City Council to address infrastructure concerns.
• Collaborate to build programs to improve stormwater conveyance, quality and storage that are utilized in both private development and public projects. Leads the programming, presentations and funding objectives for the system.
• Assists in the planning and manages implementation for improvements to all city utilities including electric, sanitary sewer, water, stormwater, ditches and facilities.
• Oversees or manages preparation of specifications, designs, and requests for proposals for construction or design projects.
• Contribute to planning effort for capital improvements related to roadway infrastructure, Right of Way improvements, ADA improvements, traffic, stormwater, water quality, floodplain and ditches.
• Provides information & cost estimates for master planning, streets, flood control, utilities, etc.
• Coordinates or manages data collection for infrastructure.
• Pursues Federal, State and County funding for water, sewer, drainage and transportation projects and assists in grant writing.
• Oversees the checking of plans and specifications for compliance with municipal ordinances and policies; oversees and prepares detailed plans and specifications; oversees system design.
• Provides site plan review for commercial or residential developments. Leads the Public Works department in collaborating the process for review and inspection of private developments. Assists in creating required permits, updating codes and title modifications as needed to improve the process in development review. As it relates to specific projects, the role includes the following:
  • Plan and implement the design and construction of capital improvement projects
  • Manage program consultants and contractors, serving as the City’s designated Construction Manager, as assigned
  • Report to program team on all elements associated with risk, scope, schedule, budget, and cost
  • Serve as liaison for the Public Works Department with other City divisions and departments, outside agencies and boards, and external stakeholders
    • Review plans and specifications,
    • In conjunction with the purchasing team, assist in preparing solicitation and contract documents for projects, as assigned
    • Manage meetings and correspondence with stakeholders; review and approve pay applications; review and resolve change order requests; review record drawings and complete project closeout activities
    • Coordinate with contractor to develop, evaluate and maintain the project schedule to avoid potential delays, achieve milestones, and meet completion dates
    • Verify adherence to design and construction standards and specifications for quality control and assurance
    • Identify and resolve issues in a timely manner
    • Track and monitor expenditures
    • Maintain project records

Job Qualifications

Required Education and Experience:

Bachelor’s Degree in Civil Engineering from an accredited college or university.

Other Necessary Requirements:

Current Professional Engineer (P.E.) license in any U.S. state, with the ability to obtain Colorado licensure within six (6) months of hire. Four (4) years of municipal engineering experience preferred.

Necessary Knowledge, Skills and Abilities:

• Skill in using applicable spreadsheets, word processing, database, and computer aided drafting.
• Knowledge of common construction techniques.
• Knowledge of and familiarization with sound engineering practices.
• Familiarization with construction materials and appropriate uses.
• Ability to explain compliance of existing codes and standards to customers.
• English Language Comprehension - Requires the ability to listen to, read, understand and communicate the English language so that others are able to understand. This must be done both orally and in writing, at the level appropriate for the position held.

Working Conditions

Work Environment:

This position spends the majority of its time in an indoor or protected environment. The incumbent may make occasional trips to construction sites or maintenance projects and may be occasionally exposed to weather elements and temperatures and automobile travel. Incumbent may be occasionally exposed to risks apparent at construction or maintenance sites.
