Job description

The City of Phoenix Aviation Department is seeking an experienced executive to join the leadership team at "America's Friendliest Airport," Phoenix Sky Harbor International Airport. Successful candidates will guide the strategic development of Sky Harbor and two dynamic general aviation airports in one of the fastest growing cities in the country. The Assistant Aviation Director (Chief Development Officer) oversees the professional teams responsible for the effective planning and development of the airport system, its portfolio of properties, and the efficient design and construction of facilities while ensuring compliance with applicable environmental regulations. Duties include directing activities of Deputy Aviation Directors in administrative and technical operating areas of the department, including information technology and digital strategy; planning and environmental compliance; and development, design, and construction for the department's more than $3.7 billion capital improvement program. About the Department : The Aviation Department is an enterprise fund department within the City of Phoenix that provides strategic oversight, operation, and administration of three airports : Phoenix Sky Harbor International Airport (primary commercial hub), Phoenix Deer Valley Airport (general aviation reliever), and Phoenix Goodyear Airport (general aviation reliever). Named America's best large airport by the Wall Street Journal in 2023, Phoenix Sky Harbor International Airport is also known as America's Friendliest Airport. Located in the heart of the southwestern United States, it's one of the busiest airports in the country, serving more than 52 million passengers in 2024. Additionally, the Phoenix Airport System is the largest economic engine in the state of Arizona with an estimated $44.3 billion annual economic impact. Currently, 25 airlines provide nonstop service to 146 destinations across the world.

IDEAL CANDIDATE

  • Possess an engineering or architectural license or certification.
  • Possess one or more professional certifications from airport industry associations. Examples include but are not limited to : Accredited Airport Executive (A.A.E.), Certified Member (C.M.), and International Airport Professional (I.A.P.)
  • Possess a demonstrated ability to work cooperatively and strategically with City management, airline partners, airport concessionaires, airport users, federal and state regulatory agencies, and community stakeholders.
  • Have knowledge of federal, state, and local rules and regulations pertaining to airport management, operations, and development.
  • Possess a comprehensive understanding of the principles of airport finance, business planning, and methods of business management of airports.
  • Have experience working within large scale municipal government operations in a Council / Manager context.

SALARY

Pay Range : $177,444.80 - $230,672.00 annually.

Hiring Range : $177,444.80 - $219,689.60 annually.

Pay Range Explanation :

  • Pay range is the entire compensation range for the position classification.
  • Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
  • The City contributes 9% of salary into 457 / 401(a) plans with no matching required. $6,000 / annual car allowance and $1,440 / annual cell phone allowance.

MINIMUM QUALIFICATIONS

  • At least five years of responsible experience in the management or planning and development of a medium or large hub airport, three of which must have been in a position supervising professional level staff.
  • Bachelor's degree in airport management, business administration, civil engineering, or a related field, however, a Master's degree is preferred.
  • Other combinations of experience and education which meet the minimum requirements may be substituted.
  • In general, City of Phoenix residency is required within 24 months after the date of hire for newly hired executives, however exceptions apply for current employees. For questions, please contact the HR Connection Center at (602) 495-5700 .
