Job summary

City of Racine seeks an experienced real estate appraiser to perform assessments and valuations for annual revaluations. The role requires field inspections, data validation, and clear communication with property owners to explain assessments.

Successful candidates will hold an Associate degree in real estate or related field, and either possess or be able to obtain Wisconsin Assessor II certification within six months.

Qualifications

  • Associate degree in real estate or property assessments, and one-year assessor duties (or five years in lieu).
  • Current certification by Wisconsin Dept. of Revenue at Assessor II or ability to obtain within six months.

Responsibilities

  • Perform appraisal and assessment work to value real property and establish uniform assessments.
  • Physically inspect properties to determine market value using cost, income, and market approaches.
  • Maintain assessment records and validate sales data for reporting to the Wisconsin Department of Revenue.
  • Answer inquiries from the public regarding assessments and property information with excellent service.
  • Stay current in appraisal techniques via state seminars and industry resources.

POSITION PURPOSE

Under the direction and supervision of the City Assessor, performs real estate appraisal and assessments in assigned areas of the City.

  • Perform appraisal and assessment work resulting in the valuation of real property and establishment of accurate and uniform assessments in annual revaluations.
  • Physically view, measure and list residential and commercial properties to determine market value. Arrive at valuations using accepted appraisal methods consisting of cost, income and market approaches. Perform ratio studies and neighborhood analysis studies along with special projects as needed.
  • Mail correspondence including building permit inspection requests, sales inspection requests, sales questionnaires and income and expense information requests.
  • Update and maintain assessment records including validating sales to report to the Wisconsin Department of Revenue.
  • Answer inquiries from the public regarding assessments and property information in person, online or via phone while providing excellent customer service.
  • Ability to read and understand real estate cost manuals, blueprints, financial statements and maps.
  • Substantiate results of appraisals to the City Assessor and to property owners and defend assessments at the annual Board of Review.
  • Assist in the preparation of required local and State reports as assigned.
  • Keep current in appraisal techniques through State sponsored seminars, consultations with local builders, real estate brokers, developers, material suppliers and appraisal literature available in the office.
ENVIRONMENTAL / WORKING CONDITIONS OF THE POSITION
  • Normal office environment with exposure to stressful conditions.
  • Some exposure to adverse weather conditions when working in the field.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
  • Knowledge of the methods, procedures, and principles used in real property appraisal.
  • Ability to make logical, accurate appraisals and assessments in accordance with established guidelines by the Wisconsin Property Assessment Manual and the Wisconsin State Statutes.
  • Ability to apply information obtained in manuals and reference material to real property valuations.
  • Ability to deal openly and positively with the public in explaining matters pertaining to assessments.
  • Ability to maintain records and prepares reports as required.
  • Ability to handle computerized record systems and personal computer software including word processing, database, and spreadsheets.
MINIMUM QUALIFICATIONS
  • An Associate degree with major course study in the area of real estate and/or property assessments, and one-year experience in assessor and property appraisal duties.
  • Five years’ experience in assessor and property appraisal duties may be substituted in lieu of the educational requirements.
  • Current certification by the Wisconsin Department of Revenue at a minimum level of Assessor II or have the ability to obtain certification within six (6) months of hire.
  • Possess a valid Wisconsin driver’s license and reliable motor vehicle with adequate insurance coverage.
PHYSICAL DEMANDS OF THE POSITION
  • Standing, walking, sitting, stooping, kneeling, crouching, climbing, balancing, and bending/twisting.

  • Ability to communicate orally in a clear manner
  • Good manual dexterity of hands and fingers
  • Able to lift/carry/push/pull at least 30 lbs.
