Job summary

The City of St. Louis Assessor’s Office is seeking a Real Property Appraiser I for downtown St. Louis. The role involves inspecting properties, researching records, and calculating property values for tax assessment.

Work is field-oriented about three to four days per week with hours 8 a.m. to 5 p.m.; a $297 monthly mileage allowance is provided. You will prepare valuation reports for Board of Equalization and State Tax Commission during appeals and assist taxpayers.

Qualifications

  • High school diploma or GED with 6 college-level hours in real property appraisal.
  • Or completion of two appraisal courses from a recognized appraisal school.
  • One year of recent administrative/advanced clerical experience in real property appraisal or related records.

Responsibilities

A monthly mileage allowance of $297.00 will be paid for appraisal field work.

Regular work hours are 8 a.m. to 5 p.m., Monday - Friday. Appraisers can expect to be in the field for five (5) hours per day, 3 - 4 days per week though the amount of time in the field will vary depending on the needs of the office.

Incumbents in this position inspect and survey properties, research records and sales data, calculate property values and perform value analysis for the purpose of real property tax assessment.

Essential Functions and Responsibilities:
  • Collects and records data on residential properties while in the field, including measurements and photos, and then enters information into the computer aided mass appraisal (CAMA) system in the office.
  • Works with deed and map records to identify residential property and property owners.
  • Utilizes paper and digital information in the office, and uses the computer for most processes and procedures.
  • Values residential property using acceptable appraisal methods and techniques.
  • Works with taxpayers concerning residential property values and information, both in the office and in the field.
  • Prepare valuation reports for the Board of Equalization and prepare appraisal reports for the State Tax Commission during the appeals process.
  • Performs other duties as assigned.

  • Data Utilization: Requires the ability to perform basic level of data analysis including the ability to review, classify, categorize, prioritize and/or reference data, statutes and/or guidelines and/or group, rank, investigate and diagnose. Requires discretion in determining and referencing such to established standards to recognize interactive effects and relationships.
  • Human Interaction: Requires the ability to provide guidance, assistance and/or interpretation to others, such as coworkers and the public, on how to apply policies, procedures and standards to specific situations.
  • Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as motor vehicle, tape measure, camera, computer terminal, calculator, telephone, and/or materials used in performing essential functions.
  • Verbal Aptitude: Requires the ability to utilize a variety of advisory data and information such as report forms, property value reports, building permits, data entry forms, certificates of value, sales data, plats, maps, street guides, real estate manuals, appraisal manuals, training materials, computer software operating manuals, statutes, procedures, guidelines and non-routine correspondence.
  • Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, fractions and decimals; interpret descriptive statistical reports, perform mathematical operations involving basic algebra and geometry.
  • Functional Reasoning: Requires the ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
  • Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable..
  • Environmental Factors: Tasks may risk exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, animals/wildlife, toxic/poisonous agents, potential violence, or pathogenic substances.
  • Physical Requirements: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing five (5) to ten (10) pounds such as real estate forms. Tasks may involve extended periods of time at a keyboard or workstation. Requires the ability to stoop, crouch, climb, balance, bend and twist to conduct property inspections.
  • Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes, sounds, odors and textures associated with job‑related objects, materials and tasks. Incumbents are required to recognize the texture of building materials, and colors, shapes and odors affecting property values. Requires the ability to distinguish objects clearly at close and far range.
Qualifications

A high school diploma or General Educational Development (G.E.D.) certificate and six semester hours of college‑level course work in real property appraisal and assessment; OR successful completion of two appraisal courses from a recognized appraisal school; plus one year of recent administrative/advanced clerical experience, preferably in the area of real property appraisal, personal property appraisal, or real estate records. OR an equivalent combination of education, training and experience.

License:

Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request. Please note type of license, number, class and expiration date on the Employment Application. Only qualified applicants who provide proof of a valid driver’s license will be considered for this position.

City Residence Preference Points

City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
