Introduction

This is an internal recruitment for the State Department of Assessments and Taxation, Real Property Division, Baltimore City Assessments Office. The resulting eligible list will be used for this position only. Interested persons will need to reapply for future recruitments in this classification. This recruitment is for current State Department of Assessments and Taxation employees only.

Main Purpose of Job

To assist the Supervisor of Assessments with the office's work program, including residential and commercial assessments, and to coordinate clerical and assessor functions to complete the triennial assessment program efficiently and professionally.

Position Duties
  1. Assist the Supervisor of Assessments with the office's work program, including residential and commercial assessments, and coordinate clerical and assessor functions to complete the triennial assessment program on time and professionally.
  2. Manage activities and assignments of assessor field staff, providing guidance on ethical conduct and procedures, conducting staff meetings, and on-the-job training to ensure compliance with regulations and laws governing assessments.
  3. Develop and implement office policies and procedures to ensure compliance with regulations and laws.
  4. Analyze market data and apply appraisal techniques to determine land or building values according to Maryland laws and assessment manuals.
  5. Operate Assessment Administrator & Valuation System (AAVS) to create, merge, analyze, and report data accurately.
  6. Review C & I BPRUC codes, mail income and expense questionnaires, and conduct interviews for remarks.
  7. Conduct appeals hearings, review, and approve decisions made by subordinate staff to ensure compliance.
Minimum Qualifications

Bachelor's degree from an accredited college or university and completion of IAAO Courses 101, 102, and 300 or equivalent. Six years of professional appraisal experience following USPAP standards. Substitutions include additional appraisal experience or military service in relevant financial administration roles.

Desired or Preferred Qualifications

Two years of supervisory experience, experience in valuing commercial and industrial properties, and knowledge of Maryland real property tax laws and IAAO standards.

Limitations on Selection

Must be willing to work in Baltimore City Assessments Office. Must be a current employee of the State Department of Assessments and Taxation.

Licenses, Registrations, and Certifications

Must possess a valid Maryland motor vehicle operator's license. Employees with real estate or insurance licenses must place them in 'Inactive' status upon appointment.

Special Requirements
  1. Use of a motor vehicle for official duties; mileage reimbursement applies.
  2. Real estate or insurance licenses must be inactive during employment.
  3. Participation in outside activities, including private appraisals, may be restricted to avoid conflicts of interest.
Selection Process

Applicants should provide detailed information demonstrating their qualifications. Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified, and placed on the list for at least one year.

The assessment may include evaluation of education, training, and experience related to the position's requirements.
