Introduction

This is an Internal Recruitment for the State Department of Assessments and Taxation, Real Property Division, Baltimore City Assessments Office. The resulting Eligible list will be used for this position only. Interested persons will need to reapply for future recruitments in this classification.

Main Purpose of Job

To assist the Supervisor of Assessments with the total work program of the office including residential and commercial assessments and the coordination of clerical and assessor functions to complete the triennial assessment program in a timely and professional manner.

Position Duties

  • Assist the Supervisor of Assessments in managing the activities and assignments of the assessor field staff.
  • Provide guidance on ethical conduct, departmental procedures, and regulations; conduct staff meetings and on-the-job training.
  • Develop and implement local office policies to ensure compliance with regulations and laws.
  • Analyze market data and apply appraisal techniques to determine property values in accordance with Maryland laws and assessment manuals.
  • Operate Assessment Administrator & Valuation System (AAVS) to manage and report data.
  • Review appeals and ensure compliance with procedures and regulations.

Minimum Qualifications

Education: Bachelor's degree and completion of IAAO Courses 101, 102, and 300 or equivalent.

Experience: Six years of professional appraisal experience estimating real property values per USPAP standards.

Notes: Additional appraisal experience or military service in relevant fields may substitute for education or experience.

Preferred Qualifications

  • Two years of supervisory experience.
  • Experience valuing commercial and industrial properties.
  • Knowledge of Maryland real property laws and IAAO standards.

Limitations on Selection

Must work in Baltimore City Assessments Office and be a current employee of the department.

Licenses, Registrations, and Certifications

Must possess a valid Maryland motor vehicle operator's license. Employees with real estate or insurance licenses must put them in inactive status upon appointment.

Special Requirements

  • Use of a motor vehicle may be required for official duties.
  • Participation in outside activities that conflict with departmental interests is prohibited.

Selection Process

Applicants must provide sufficient information to demonstrate qualification. Candidates will be ranked and placed on a list valid for at least one year.

Assessment based on education, training, and experience; complete and accurate application required.
