The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 177,000 apartments, and responsibility for administering a citywide Section 8 leased housing program that serves over 150,000 additional tenants. NYCHA’s Asset & Capital Management (A&CM) Division leads the Authority’s capital, sustainability and resiliency programs that comprise a $6 billion capital projects portfolio – one of the largest in NY State – as well as a range of activities related to property modernization and strategic asset management. A&CM aims to preserve and modernize NYCHA buildings and apartments through strategic portfolio planning, comprehensive design standards, innovative financing and project delivery models, strong partnership with NYCHA residents and other stakeholders, and effective program and project management of capital investments. The Division also positions NYCHA’s housing portfolio for the future by piloting and scaling-up sustainable and resilient technologies and practices, improving residents’ quality of life while enhancing building performance. The work culture of the Division is strongly customer service oriented, collaborative and delivery-focused.

Architecture & Engineering Services (AES) partners closely with other A&CM departments to deliver capital projects and other strategic initiatives. AES provides design services as well as oversight of architecture and engineering firms involved in projects, while setting overall design standards and performance requirements that apply to all NYCHA modernization programs. This includes expediting and other interagency coordination, code and standards analysis, and technical investigation and advisory services. The departments are organized into three main teams that comprise a number of architecture, engineering, landscape and urban design studios, as well as other specialized units.

Responsibilities

The Architecture & Engineering Services Department is looking to hire an Architectural Designer. Under the supervision of the Studio Leader, the successful candidate will perform architectural work of moderate difficulty and responsibility. Duties and responsibilities include, but are not limited to the following:

  • Engage in research, investigations, studies or examinations related to the architectural functions and activities of a department or agency.
  • Conduct site surveys, assist in the preparation of site assessments, existing conditions, basis of design, and programming reports.
  • Participate in the preparation of recommendations for alterations or repairs of public works, physical plants or structures.
  • Prepare, develop and/or review drawings, maps, plans and interpretive detail sketches or layouts, related to architectural plans for the construction, remodeling or repair of public works, structures or installations.
  • Prepare or assist in preparing specifications, estimates of quantities of materials required and cost estimates for architectural projects.
  • Prepare analyses of the spatial organization and efficient utilization of sites and structures, or of the functional arrangement of interior units, utilities and appurtenances.
  • Participate in the development of designs of exteriors, facades, ornamental work, grounds improvements and other related components, including renderings, design drawings and construction documents.
  • Participate in the planning design, demolition, construction, and/or alteration phases of premises to ensure compliance with contracts, drawings, specifications, codes, resolutions, statutes, rules or regulations and in connection with the issuance of certificates of occupancy or other requisite or pertinent permits. Review or examine plans for such purposes.
  • Participate in meetings with stakeholders to present design options and answer questions.
  • During the construction and closeout phases, participate in issuance of Bulletins and Clarifications, make field visits, and review required submittals.

NOTE: The Department of Citywide Administrative Services (DCAS) administered a civil service exam for the Assistant Architect title on 03/05/25. Therefore, applicants (candidates) that did not take and pass the exam will potentially not be considered, likewise applicants not reachable on the established civil service list will potentially be in jeopardy of being replaced with an eligible civil service candidate.

Minimum Qualifications

  • A Bachelor or a Master of Architecture degree that is the first professional degree in architecture from an accredited college; or
  • A Bachelor of Science degree in architecture that is the first four years of a five-year first professional degree program in architecture from an accredited college and one year of full-time satisfactory experience in architectural work; or
  • A valid New York State Registration as an Architect.

The following are examples of four-year degrees that are NOT acceptable to meet the education requirement: Bachelor of Science in Architectural Technology; Bachelor of Professional Studies in Architecture; Bachelor of Science in Fine Arts issued by the Architectural Department of a college; Bachelor of Science in Art and Design issued by the Architectural Department of a college.

Note

A Motor Vehicle Driver License valid in the State of New York may be required for certain assignments. If required, this license must be maintained for the duration of the assignment.

Preferred Skills

  • Strong Revit AutoCAD and 3-D software skills. 2. Facilitate with rendering software such as 3D Studio Max, SketchUp, Enscape, V-Ray, etc. 3. Knowledge of construction management and scheduling software. 4. Proven knowledge of Microsoft Access, Excel, PowerPoint, Word, and Visio. 5. Ability to work under stringent deadlines and handle simultaneous assignments. 6. Strong written and verbal communication skills. 7. Ability to work collaboratively with others. 8. Experience with architectural renovation or preservation projects. 9. Two years of experience working for a professional architecture or engineering company or equivalent experience in a construction or real estate company a plus. Key Competencies 1. Analytical Problem-solver: A structured thinker and problem-solver, able to design and execute analysis to support decision-making and operational planning and execution, while effectively juggling diverse responsibilities and multiple, competing priorities. Demonstrated record of supporting complex organizational initiatives with a focus on rigorous and practical use of data and analysis, project management, stakeholder coordination, cross-functional teaming, process streamlining, and resource optimization. Experience with business process improvement, operations or management consulting will be an added benefit, particularly as it pertains to strengthening evidence-based management practices. 2. Exemplary Communication Skills & Collaborative Approach: Excellent interpersonal skills with a demonstrated ability to collaborate effectively with internal and external stakeholders across diverse backgrounds. Exceptional verbal and written communication skills, including the ability to convey technical concepts to non-technical audiences.
