Job summary

The role requires leadership of a multi-person team, process improvement focus, and close collaboration with maintenance, quality, and operations to support mission readiness.

Title: APS-3: Manager, Property Management

Program Summary KBR maintains and manages U.S. Army Prepositioned Stocks (APS-3) at the Army Field Support Battalion-Charleston (AFSBn-CHS) land site, providing comprehensive logistics, maintenance, and supply chain support in support of the Army's global power projection mission. The APS-3 Program ensures equipment and materials are maintained at optimal readiness and available for rapid deployment. KBR also provides logistics and sustainment support for additional Army programs in accordance with contract requirements and customer directives.

Job Summary The Property Management Manager is responsible for the overall leadership, accountability, compliance, and strategic direction of all property management operations supporting the APS-3 Program. This position oversees multiple property management functions, supervisors, and teams responsible for government property accountability, inventory management, asset visibility, warehousing interfaces, equipment transfers, and regulatory compliance. The Property Management Manager serves as the primary liaison between the program, customer representatives, Army stakeholders, and internal departments to ensure compliance with Army regulations, contractual requirements, and company policies. This position develops operational strategies, establishes performance standards, manages workforce planning, and drives continuous improvement initiatives that support mission readiness and property accountability objectives. The position reports directly to the Deputy Program Manager of Sustainment and works closely with Maintenance, Quality, Operations, Installation Supply Support Activity, and the US Army customer.

Roles and Responsibilities
Property Management Leadership

Lead all activities of the Property Management Department supporting APS-3 equipment and material accountability. Provide direct supervision of two Property Management Supervisors and oversight of 30-40+ personnel. Establish departmental goals, priorities, operating procedures, and performance standards. Ensure compliance with Army Regulations, Department of Defense requirements, contractual obligations, and company policies. Develop and implement long-range planning initiatives to support mission readiness and organizational objectives.

Property Accountability & Compliance

Maintain overall accountability and visibility of Class VII and Class II MTOE and excess equipment and associated equipment records. Ensure the successful execution of annual, cyclic, monthly, and special inventories. Oversee causative research, discrepancy resolution, and corrective action implementation. Monitor compliance with property management regulations and audit requirements. Support internal, external, and government inspections, audits, and assessments. Ensure timely reconciliation of inventory records within GCSS-Army and other approved systems.

Operations & Program Execution

Develop and execute operational work plans based on program requirements and customer priorities. Monitor workload forecasts and allocate resources to meet contractual performance objectives. Coordinate property management activities with maintenance, transportation, warehouse, and supply operations. Ensure timely receipt, issue, shipment, transfer, and disposition of equipment and materials. Manage and monitor key performance indicators (KPIs) and operational metrics.

Customer & Stakeholder Engagement

Serve as the primary point of contact for property management matters with government customers and Army stakeholders. Build and maintain strong working relationships with supported units and functional organizations. Communicate operational status, risks, accomplishments, and resource requirements to program leadership. Manage customer expectations and develop solutions to property accountability challenges. Participate in program reviews, readiness assessments, and strategic planning meetings.

Workforce Development

Provide leadership, mentoring, and professional development opportunities for supervisors and employees. Assess staffing requirements and workforce capabilities to meet mission needs. Promote employee engagement, accountability, and operational excellence. Ensure personnel receive required training on systems, processes, safety standards, and regulatory requirements.

Continuous Process Improvement

Identify opportunities to improve inventory accuracy, asset visibility, workflow efficiency, and compliance. Utilize Lean Six Sigma and continuous improvement methodologies to enhance operational performance. Develop corrective action plans and process improvements based on audit findings, performance metrics, and customer feedback. Implement best practices across property accountability and inventory management functions.

Safety

Promote a culture of safety and ensure compliance with OSHA, Army, and KBR safety standards. Ensure all personnel adhere to established safety policies and procedures. Support workplace safety initiatives and risk mitigation efforts.

Basic Qualifications
  • Must be a U.S. Citizen.
  • Must possess a valid state driver's license.
  • Must be able to obtain and maintain local installation access.
  • Must be able to obtain and maintain a favorable Common Access Card (CAC).
  • Must be able to obtain and maintain any required security clearance as specified by the contract.
  • Bachelor's Degree in Business Administration, Logistics, Supply Chain Management, Management, or a related field.
  • Relevant military experience and additional years of directly related experience may be considered in lieu of a degree.
  • Minimum of 8 years of experience in property management, logistics, supply chain, inventory management, or military sustainment operations.
  • Minimum of 3-5 years of management experience leading supervisors and large teams.
  • Experience working with Department of Defense property accountability requirements.
  • Demonstrated knowledge of Army supply and property management processes.
  • Experience utilizing GCSS-Army, Army Vantage, DST, and other Army logistics systems.
  • Strong analytical, organizational, and problem-solving skills.
  • Strong written and verbal communication skills.
  • Proficiency in Microsoft Office Suite, particularly Excel, PowerPoint, and Word.
Physical Requirements

Must be able to stand - between 2 to 3 hours per day. Must be able to walk - between 4 to 5 hours per day. Must be able to Lift - up to 30 lbs. Must be able to squat, kneel, bend, reach and climb periodically. Must be able to work outside and inside in non-climate-controlled environments.

Preferred Qualifications
  • Experience supporting U.S. Army APS, AMC, ASC, or AFSBn programs.
  • Prior military logistics, supply, or property book officer/NCO experience.
  • Lean Six Sigma Green Belt, Black Belt, or equivalent process improvement certification.
  • Professional logistics, supply chain, or property management certification.
  • Experience managing government property audits and compliance inspections.
