Job summary

Qualifications

• Secret Clearance Required (Current or Prior).
• Must meet US Army deployment medical/physical requirements.

Responsibilities

• Oversee Operations, Maintenance, and Logistics planning and coordination for APS-3 ship maintenance cycles.
• Manage logistics for APS-3 unit sets and equipment in GCSS-A.
• Analyze contract operations data and drive corrective actions.
• Assist in planning and execution of Performance Work Statement (PWS) actions.
• Maintain strong customer interface for current and future operations planning.
• Ensure submission of required reports and CDRL to customer; receive reports from site management.
• Promote ISO 9001:2015 compliance across the program.
• Support a Zero Harm safety culture.
• Perform other related duties as assigned.

Job Summary

This position supports the Army Prepositioned Stocks – Afloat (APS-3) Program and the Presidential Drawdown (PD) mission located in Goose Creek, SC on Naval Weapons Station Charleston/Joint Base Charleston. The Program Manager (PM) serves as the Site Manager at AFSBn-CHS and single overall manager and the point of contact for all contractor operations and management functions. As the deputy to the program manager, the ideal candidate will have extensive experience managing Army maintenance and/or supply operations in uniform or as a contractor – technical schooling or experience with US Army Logistics Standard Army Management Information Systems (STAMIS) is a plus. The Deputy Program Manager must have strong oral/written communication skills and must have experience managing a large workforce under a Cost-Plus contract or similar environment.

Roles and Responsibilities

• The Deputy Program Manager will be primarily responsible for the Operations, Maintenance, and Logistics Departments with overall planning and coordination of APS-3 ship “maintenance cycles” – download support; port support activities; reception; accountability; maintenance; reconstitution; staging; convoy to wharf; port support activity; and upload support.
• Manage all logistics, maintenance, and readiness for APS-3 unit sets and other assigned equipment in GCSS-A
• Manages the process of compiling, analyzing and interpreting statistical data related to contract operations and initiates and manages corrective actions.
• Assist in the planning coordination and successful completion of actions related to the Performance Work Statement (PWS).
• Develops and maintains a strong effective relationship with the customer acting as primary interface for current and future operations planning and execution.
• Participates in planning processes with customer providing input on matters related to the responsibility inherent in the contract.
• Ensures submission of required reports and CDRL reports to the customer and receives required reports from site managers and program management staff.
• Ensures compliance with ISO 9001:2015 standards as they pertain to the entire program.
• Promotes a Zero Harm safety culture.
• Performs other related duties as assigned.

Basic Qualifications

• Must be a U.S. Citizen.
• Must be able to obtain and maintain a Common Access Card (CAC)
• Must obtain and maintain local base access.
• Must possess a valid State Driver’s License.
• Must have a minimum of Bachelor’s Degree in Logistics Management, Production Management, Operations Management, or Business Management or engineering field (e.g. Mechanical Engineering, Industrial Engineering, or Electrical Engineering).
• Applicable specialized military or military contracting experience can be used in lieu of formal post high school education on a one-to-one basis.
• Must have a minimum of 10 Years of experience in a related field with 7 years in a management or supervisory capacity.
• Secret Clearance Required (Current or Prior).
• Must be able to meet the physical/medical deployment requirements for US Army Contractors.
