Las Virgenes Municipal Water District is seeking an Applications Analyst to plan, configure, implement, administer, and support its enterprise business applications across ERP, CIS, EDM, and EAM systems. You will liaise with IS, end users, vendors, and consultants to ensure solutions meet operational needs.
Responsibilities include reporting, BI/dashboard development, data integrity, security, and coordinating vendors.
Under the general supervision of the Principal Technology Analyst or other assigned supervisor, an Applications Analyst performs the planning, configuration, implementation, administration, maintenance, enhancement, integration, testing, documentation, and support of the District's enterprise business applications and serves as the technical liaison between Information Systems, District end user departments, software vendors, and consultants to ensure enterprise applications meet the District’s operational needs.
This recruitment is being conducted to establish an eligibility list to fill current and upcoming vacancies within the classification during the life of the eligibility list, up to one year. The current opening is a full-time position located in the Finance and Technology Department.

A) Application Screening

Plans, leads, and participates in enterprise application implementation projects including project planning, requirements gathering, scheduling, coordination of resources, configuration, risk identification, testing, implementation, and post-implementation support of the District’s enterprise business applications including but not limited to the Enterprise Resource Planning (ERP), Electronic Document Management (EDM), Customer Service Information (CIS), and Enterprise Asset Management (EAM) systems.
Provides support for business processes and objectives using enterprise applications; designs, develops, maintains, and optimizes operational, financial, regulatory, and management reports, dashboards, and business intelligence solutions.
Analyzes, troubleshoots, and resolves software application issues; identifies, recommends, and implements system improvements, modifications, and upgrades involving enterprise applications.
Evaluates, recommends, implements, and utilizes Artificial Intelligence (AI) technologies to improve productivity, business processes, reporting, documentation, knowledge management, and software support activities while ensuring compliance with District policies, cybersecurity requirements, privacy regulations, and data governance standards.
Develops and maintains system documentation, configuration documentation, workflow diagrams, disaster recovery procedures, and technical standards.
Develops, optimizes, and troubleshoots Microsoft Structured Query Language (SQL) queries, stored procedures, views, and database objects.
Assists in maintaining application security, auditing, and compliance with District cybersecurity policies.
Monitors application data integrity and identifies and corrects data inconsistencies.
Manages vendor and consultant activities; coordinates vendor support requests and software maintenance agreements; evaluates vendors and products; prepares feasibility studies; recommends and establishes program objectives, priorities, and schedules.
Provides training, guidance, and work direction to lower-level Information Systems staff.
Performs other duties as assigned.
Any combination of training and experience, which demonstrates attainment of the required knowledge and ability to perform the required work (with reasonable accommodation, if needed), typically:
EDUCATION: Bachelor’s degree in computer science, information systems, or a related field.
EXPERIENCE: Three (3) years of experience supporting enterprise business applications, including application configuration, implementation, troubleshooting, reporting, systems integration, and user support.
REQUIRED CERTIFICATIONS, LICENSES, AND REGISTRATIONS: A valid California Class C Driver’s License must be maintained at all times.

Those candidates who pass the structured interview will be placed on an eligibility list for the classification in order of their score, ranked from the highest to the lowest score. Eligibility lists are valid for up to one year, unless a new eligibility list for the same classification is established.
Typically, the top three ranks from the eligibility list are invited to a selection interview with the hiring supervisor and other district representatives. The hiring supervisor, with input from those who assist on the selection interview, selects a candidate for hire.
A conditional offer of employment will be provided to the prospective candidate after the selected candidate is approved by the General Manager. The conditional offer of employment is conditioned based on the candidate’s successful completion of a background check, pre-employment physical and, depending on the position, a pre-employment drug test.
The pre-employment process consists of a background check and post-offer pre-employment medical examination and drug screen (if applicable). The background check will consist of verification of information provided on the job application such as education, employment history, driving status, possession of certifications, references, criminal records, and other information required and deemed necessary for the position. A pre-employment drug test will be conducted for prospective employees who will be designated as a “covered employee” under the district’s Drug and Alcohol Testing Policy, pursuant to Department of Transportation Regulations, as well as for prospective employees assuming safety-sensitive positions.
After successful completion of the background check, pre-employment medical examination and, if required for the position, pre-employment drug test, an official written offer of employment will be provided to the candidate.
This is a for-cause position. However, an employee hired into this classification is assigned a probationary period and is in at-will status for the duration of their probationary period. The probationary period is part of the examination process and is used to determine whether work performance or work-related behavior meets the required standards of the position. A probationary employee may be released at any time during the probationary period with or without cause or reason, without notice or appeal or grievance, and without any rights set forth in Memorandums of Understanding (MOUs). Unless otherwise specified by Memorandums of Understanding or the district’s Hiring Policy, the probationary period for newly hired employees is 12 months of actual and continuous service. The probationary period can also be extended by the District at the discretion of the General Manager or their designee.
