City of Indianapolis & Marion County is seeking an Application Technical Lead to steward the enterprise application portfolio across agencies. You will direct external service providers, manage vendor partnerships, and guide Applications Services and Business Services teams in lifecycle management, upgrades, and retirement of applications.

Position is responsible for serving as a technical steward of the Application Portfolio of all assigned agencies and departments. This position will direct external application service providers and vendor partners to ensure delivery of ISA services. It is the responsibility of this position to gain and utilize knowledge of the applications and business processes of all City/County agencies and departments. The Application Technical Lead will guide the Applications Services and Business Services teams in the implementation, support, maintenance, administration, retirement, and ongoing enhancements of enterprise and departmental applications. The ideal candidate will have solid customer-facing experience, strong project management acumen and strong vendor management skills, as well as the ability to successfully manage across different functions and organizations. An ideal candidate will have a strong interest and motivation to gain a real understanding of how relevant City/County departments and agencies work, what their business drivers and issues are, and how they fit into ISA's (and the City/County's) Enterprise Architecture.

Bachelor's degree in computer science, computer technology, business or related field and eight (8) years relevant work experience working with information technology systems, or any equivalent combination of education, training, and experience which provides the necessary knowledge, skills and abilities is required.
Must have excellent oral and written communication skills. Must have excellent interpersonal communication and facilitation as well as independent judgment. Must have an outgoing, customer service attitude. Must have strong collaboration and teamwork skills. Must have experience successfully managing application portfolios and application life-cycles. Experience successfully acting as an application product owner is strongly preferred.
Public sector or comparable experience strongly preferred. Must be familiar with fundamental business concepts. Ability to develop and conduct effective presentations is required. Knowledge of and experience with standard office practices required.
Ideal candidates will be those that have performed jobs in line with Business Analysts, System Administrators, Technical Consultants, and Product Owners.
Work is conducted in a standard office environment. Occasional travel within Marion County may be required. Environment is fast-paced and requires effective multi-tasking.
