Job Summary

The Application Systems Analyst/Programmer Specialist will serve as a technical lead supporting enterprise applications, collaboration platforms, AV/digital media systems, and custom development. This role ensures reliable, secure, and accessible technology services across the agency.

Key Responsibilities

• Support and maintain AV and digital media systems (live streaming, recordings, conference rooms).
• Provide live event and webinar setup, monitoring, and troubleshooting.
• Manage video content, archives, podcasts, and media publishing workflows.
• Administer and support SharePoint, Microsoft Teams, and Microsoft 365.
• Develop and support internal applications using .NET (C#, ASP.NET, APIs, SQL).
• Build and maintain Power Platform solutions (Power Apps, Power Automate, Power BI).
• Support DocuSign administration and electronic signature workflows.
• Integrate enterprise systems using APIs and automation tools.
• Provide Tier 2/3 application support and incident resolution.
• Maintain documentation, SOPs, and technical diagrams.
• Coordinate with vendors, procurement, and internal stakeholders.

Required Skills & Experience

• Bachelor’s degree in IT, Computer Science, or equivalent experience.
• 5+ years of application systems analysis/programming in an enterprise environment.
• Hands‑on experience with .NET development (C#, ASP.NET, REST APIs, SQL).
• Experience with SharePoint, Microsoft Teams, Microsoft 365.
• Experience with Power Platform (Apps, Automate, BI) and governance.
• Experience supporting AV/streaming platforms and digital media workflows.
• Experience with DocuSign administration and workflow design.
• Knowledge of Git, CI/CD basics, testing, and secure coding practices.
• Strong troubleshooting, communication, and documentation skills.

Nice to Have

• Microsoft certifications (Power Platform, M365, Azure).
• Media production experience (video editing/transcoding, podcast support).
• Experience with video CDN or media asset management platforms.
