Job Description - Application Support Administrator (250002OX)

Agency Overview:

The Executive Office for Administration and Finance (A&F) plans and executes fiscal and administrative policies that serve to ensure the financial stability, efficiency, and effectiveness of state government. The key responsibilities of A&F include managing the operational and capital budgets of the Commonwealth and managing funds received from the federal government. A&F IT is a division under the Executive Office for Administration & Finance (A&F) and is overseen by the Secretariat Chief Information Officer (SCIO). A&F IT is a team of approximately 300 skilled and committed IT professionals who develop and maintain technical solutions that address business challenges for Executive Office of Administration and Finance agencies.

Position Summary:

A&F IT is seeking a highly motivated and experienced Application Support Administrator with expertise in application configuration and experience across the full development cycle from feasibility to post implementation support. The Application Support Administrator will report to the Director of Application Systems.

Key Responsibilities:

  1. Configure and support HRD Leave of Absence application and related services.
  2. Manage and control Application baseline configuration.
  3. Manage security, permissions and access to applications and related services.
  4. Provide day-to-day administration, support and monitoring of applications and related services.
  5. Design, Develop, build and unit test by using ASP.NET, C#, MVC, SQL Server, jQuery and web services.
  6. Develop and test stored procedures, user defined functions, triggers and other objects that assist in the implementation of business rules/logic.
  7. Thoroughly test all code to ensure that programs are functioning correctly.
  8. Provide expertise with integration with identity management, HRIS Application, APIs and document repositories.
  9. Import data via SQL SSIS ETL to use for Data Visualization and Reports.
  10. Create dashboards and data visualizations by using PowerBI/Tableau.
  11. Track Configuration Change Requests and Discrepancy Reports.
  12. Work closely with teams to resolve system issues and answer technical questions.
  13. Develop and update technical documentation, including user manuals and system guides.
  14. Perform other tasks, as assigned.

Preferred Knowledge, Skills & Abilities:

  1. 5+ years of experience in configuring and supporting web applications.
  2. 5+ years of experience with ASP.NET, C#, MVC, Web API and SQL server.
  3. Experience with continuous integration, deployments and troubleshooting.
  4. Experience with scripting and automation.
  5. Experience in creating visual diagrams of the system.
  6. Ability to work independently, with general direction and guidance.
  7. Self-motivated, flexible, team player with solid multi-tasking, time management expertise.

This position is assigned to A&F IT’s offices at 1 Ashburton Place in Boston, Massachusetts. Currently, this position will require in-person and virtual presence, as assigned by the supervisor. The offices at Ashburton Place are MBTA accessible.

An external candidate recommended for a position with the Executive Office for Administration and Finance IT will be subject to a background check that includes checks for: state and federal tax compliance; child support compliance; education verification; Massachusetts CORI checks; criminal background checks in state(s) of current and previous residence/employment; validation of eligibility to work in the United States; and national fingerprint-based criminal background checks.

Minimum Entrance Requirements:

Applicants must have (A) at least two (2) years of full-time or equivalent part-time professional or practical experience in the field of information technology application development and support, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

  1. An Associate’s degree in a related field may substitute for one (1) year of the required experience.
  2. A Bachelor’s degree or higher in a related field may substitute for the required experience.
