Job summary

Horizon Industries Limited is seeking an Application Programmer for a 100% remote role. You will support sustainment lifecycle activities, analyze requirements with analysts, and translate designs into detailed program specifications while assisting with testing and documentation.

The role requires an Active Secret Clearance, a DoD 8570 IAT Level I certification or higher, and MuleSoft Level 1 certification, with 8+ years in a technical field.

Qualifications

• Bachelor's Degree in a technical discipline with 8+ years of experience.
• Experience with sustainment lifecycle management for programs/projects.
• Certification from a nationally recognized technical authority.
• Active Secret Clearance required.
• DoD 8570 Baseline Certification: IAT Level I or higher.
• MuleSoft Certified Developer - Level 1 per DLA IA role/function.

Who we are looking for:

The Application Programmer will provide experience and knowledge of sustainment lifecycle management activities for programs and project operations. This role supports the design, development, testing, and maintenance of computer programs to ensure applications meet user and system requirements.

You will work with systems analysts and designers to research and document requirements, analyze objectives, translate solutions into detailed program specifications, and assist with program design and modifications. This position also involves supporting testing, documentation, and reporting to ensure the smooth sustainment of system software applications.

Duties of an Application Programmer may include, but are not limited to:

• Providing experience and knowledge of sustainment lifecycle management activities for programs and project operations.
• Participating in the design of software tools and subsystems to support reuse and domain analysis.
• Assisting in the management, development, testing, and maintenance of computer programs to ensure user requirements are met.
• Collaborating with systems analysts and/or designers to research and document computer user requirements.
• Analyzing objectives and problems identified by analysts and/or designers.
• Translating solutions provided by systems designers into detailed program specifications.
• Assisting with the preparation of documentation for other programmers, users, and support staff.
• Supporting program design activities, including the definition of data structures and error message arrangements.
• Assisting with the modification and documentation of program code to correct errors or enhance application capabilities.
• Supporting application testing and preparing reports on the status, operation, and maintenance of system software applications.
• Supervised and facilitated team collaboration, guided peer/quality reviews, resolved and escalated conflicts for team success, conducted performance reviews, motivated team members, and ensured overall project quality assurance was adhered, approved timesheets.

Required Skills / Experience

• Bachelor's Degree in a technical discipline and 8+ years of relevant experience .
• Experience and knowledge of sustainment lifecycle management activities for programs and project operations.
• Relevant certification from a nationally recognized technical authority.
• Must possess an Active Secret Clearance.
• DoD Approved 8570 Baseline Certification: Category IAT Level - I (A+ CE, CCNA Security, CND, Network Security, SSCP) OR higher (IAT II or III)
• DLA CE Cert IA Role/Function: MuleSoft Certified Developer - Level 1.

Remote Work Environment:

This position is performed in a 100% remote, collaborative environment supporting government development activities. The employee will work closely with Task Order Project Manager, Requirements Analysts, Scrum Master, Developers, Testers, and Government stakeholders through virtual meetings and Agile ceremonies. Employees must maintain a secure remote workspace, use government-approved systems and security controls, and comply with all cybersecurity and data protection requirements, including Controlled Unclassified Information (CUI). Regular availability during standard business hours is required to support team collaboration, customer meetings, and project deliverables.
