Job summary

RIVA Solutions is seeking an Application Developer to maintain and extend the MEIS for NIST MEP at the U.S. Department of Commerce. You will work on legacy ASP.NET MVC and newer Blazor apps, with SQL Server, SSRS, and integrations to Salesforce and Dun & Bradstreet, deployed via GitLab CI/CD on AWS EKS.

You will gather requirements from federal users, write specs, and deliver working software. Strong C#, SQL Server, and REST/SOAP experience are essential for success.

Qualifications

Responsibilities

• Maintain and enhance both MEIS applications behind a strangler-pattern migration; work on legacy ASP.NET MVC and newer .NET Core Blazor apps.
• Write and tune SQL Server queries, views, and stored procedures for ad hoc data extracts.
• Build and maintain SSRS reports against a large report catalog.
• Package DACPAC deliverables for the government database team; ensure read-only access and correctness.
• Maintain Salesforce integration via SOQL over Salesforce SOAP web services.
• Maintain Dun & Bradstreet API integrations for data access.
• Maintain ServiceNow integration for external user provisioning into Azure AD and RBAC.
• Load and transform annual reference data files (Census CBP, ZIP mappings).
• Collaborate with federal users to elicit real needs, write specifications, and build solutions.
• Own testing with no dedicated testers or automated environment; create and execute tests.
• Deploy via GitLab CI/CD on monthly releases with two-week customer reviews.
• Document and improve technical docs for legacy applications.

Position Overview

RIVA Solutions is hiring an Application Developer to maintain and extend the Manufacturing Extension Partnership Enterprise Information System (MEIS) for NIST MEP at the U.S. Department of Commerce. MEIS is two live C# applications running behind a single menu: a 15-year-old ASP.NET MVC application of roughly 200 pages, and a newer .NET Core application built in Blazor with Telerik components. Both run as containers on AWS EKS over one SQL Server database with several hundred SSRS reports, plus integrations to Salesforce and Dun & Bradstreet.

You will spend your week writing SQL data extracts, fixing and enhancing business modules, maintaining integrations, and working directly with federal users to turn vague problems into working software.

Core Responsibilities

• Maintain and enhance both MEIS applications: the legacy ASP.NET MVC application and the newer .NET Core application in Blazor with Telerik UI components. The two run side by side behind a shared menu in a strangler- pattern migration, so you will work in both on the same day.


• Write and tune SQL Server queries, views, and stored procedures to produce ad hoc data extracts. This is the single largest recurring demand on the team.


• Build and maintain SSRS reports against an existing catalog of several hundred reports.


• Package schema changes as DACPAC deliverables for the government database team to execute. Your own database access is read-only, so the packages have to be right the first time.


• Maintain the Salesforce integration, which maps each center's customized Salesforce data model to the MEIS data model using SOQL over Salesforce SOAP web services.


• Maintain the Dun & Bradstreet API integrations, including a cost-controlled manufacturer verification call and a bulk business metadata pull.


• Maintain the ServiceNow API integration that drives external user provisioning into Azure AD, covering roughly 2,000 guest accounts, and the custom-coded role-based authorization model that centers administer.


• Load and transform annual reference data files, including Census County Business Patterns and ZIP to congressional district mappings, whose formats change between releases.


• Sit with federal users who describe symptoms rather than requirements, elicit the real need, write the functional specification, then build it. This is a core part of the job, not an occasional extra.


• Own your own testing. There are no dedicated testers and no automated test environment today.


• Deploy through GitLab CI/CD on a monthly release cadence with frequent out-of-band fixes, working Kanban with a two-week customer review.


• Improve technical documentation as you go. Documentation on the legacy application is thin.

Minimum Qualifications

• Bachelor's degree in an information technology or related field from a accredited US University.


• 8 or more years of professional software development experience.


• Strong C# across both .NET Framework and .NET Core.


• Production experience with ASP.NET MVC.


• Strong SQL Server: complex queries, views, stored procedures, and performance tuning.


• SSRS report development.


• Web service integration experience with both REST and SOAP.


• Git-based source control and CI/CD pipelines.


• Demonstrated ability to gather requirements directly from non-technical business users and write the specification yourself.


• U.S. citizenship. Must be able to pass a National Agency Check with Inquiries (NACI) background investigation and obtain an HSPD-12 badge, which typically takes 14 to 21 days.

Preferred Qualifications

• Blazor with Telerik UI components.


• LLBLGen Pro, or another commercial ORM such as NHibernate or Entity Framework.


• Salesforce SOQL and data model mapping between Salesforce and an external system.


• Integration with commercial data APIs such as Dun & Bradstreet.


• Containerized .NET workloads running on AWS EKS.


• Windows scheduled services or background job processing.


• jQuery and JavaScript maintenance in older web applications.


• SharePoint Online page and web part development.


• Prior federal experience, particularly on a program where a separate government team owns the infrastructure and the database

The salary or salary range for this role reflects an estimated range informed by multiple compensation factors. Final offers may vary based on considerations such as relevant experience, education and training, critical skillsets, and overall business needs.
