State of Washington is seeking an Eligibility Policy Program Manager (Health Care Program Manager) to serve as the go‑to expert on Apple Health eligibility. This remote, full‑time role leads statewide policy for renewals and change of circumstances, shaping guidance across 65 programs and ensuring funds are used appropriately.

You will translate federal and state requirements into practical policy, work with CMS and tribal partners, and train staff and partners to support equitable service

Formación

• Health care program knowledge across delivery systems and public health programs.
• Experience developing, implementing, monitoring, and evaluating health care programs and policies.
• Expertise interpreting laws, rules, policies, and contractual requirements for complex issues.
• Ability to analyze program data, assess risks, and recommend management decisions.
• Experience building productive relationships with agencies, providers, and community partners.
• Ability to communicate complex health policy clearly to leadership and partners.
• Understanding barriers to health care access and equitable service delivery.
• Experience coordinating cross-functional activities and guiding staff through changes.
• Ability to resolve complex program concerns with sound judgment and practical improvements.

Responsabilidades

• Lead Apple Health eligibility renewal policy and change of circumstances policy across 65 programs.
• Collaborate with federal and state partners to implement renewal cycles and compliance.
• Coordinate and lead workgroups to develop eligibility processes compliant with policy.
• Translate federal policy into statewide Apple Health policy via WAC development.
• Manage partner relations with federal partners, tribal partners, and community organizations.
• Respond to inquiries and assess bills with potential impacts on Apple Health.
• Direct policy implementation and serve as regional contact for guidance.
• Analyze policy and operations; propose improvements to case processing and eligibility determinations.
• Train staff and partners on Apple Health policy through webinars and meetings.
