JOB DESCRIPTION

TITLE: ADMINISTRATIVE ASSISTANT FOR FINANCIAL SERVICES – PAYROLL AND ACCOUNTS PAYABLE

PRIMARY FUNCTION:

Performs comprehensive payroll functions for Alleghany Highlands Public Schools in an efficient and cost-effective manner that is compliant with local, state, and federal requirements. Interacts with a diverse population of individuals from the community, the school division, and governmental agencies. Assists the Supervisor of Finance with budgetary, financial, and reporting functions.

QUALIFICATIONS:

The candidate must possess an in-depth knowledge of payroll principles and procedures. Must have technical knowledge of personal computers and related software programs such as Microsoft Excel and Word is required; experience with RDA and Red Rover accounting and financial software is highly recommended. An associate’s degree in accounting or related field is preferred. An independent work ethic, comprehensive analytical ability, attention to detail, and strong interpersonal skills are highly desirable.

REPORTS TO:

Supervisor of Finance

PERFORMANCE RESPONSIBILITIES:

  • Assists the Supervisor of Finance with all facets of the Financial Services office to include financial functions, budget preparation and management, and required reporting.
  • Maintains vigilance in recognizing and reporting fraudulent or inappropriate accounting and financial practices within the division or related entities in which the division participates.
  • Performs accounting and financial duties that are in compliance with GAAP (generally accepted accounting principles).
  • Manages all aspects of payroll functions to include review/computation/correction of time sheets; processing monthly payroll checks; reconciliation audits; maintenance of individual employee data with regard to W-4 forms, election of benefits, miscellaneous withholding, and banking information; processing and disbursing third-party payments related to payroll taxes, benefits, miscellaneous withholdings, and preparation of related reports as required by local, state, and federal statutes.
  • Prepares payroll, benefit provider and vendor checks and disburses such.
  • Manages employee benefit time totals including but not limited to annual leave, sick leave, professional leave, annual roll over, and leave liability reporting.
  • Ensures that mandated standards/amounts for federal and state incomes taxes, FICA, Medicare, insurances, the Virginia Retirement System, and other applicable items are maintained current and accurate.
  • Prepares tax reports for state and federal governments on a monthly, quarterly, and annual basis.
  • Prepares W-2 and W-3 forms for distribution to employees, state and federal governments.
  • Ensures division complies with mandates issued for new government programs.
  • May generate salary information for Title I and special education grants.
  • Prepares and generates reports for annual workers compensation audits.
  • Maintains general payroll knowledge and capability of accounts payable and receivable processes and assists the Administrative Assistant for Financial Services – Accounts Payable and Receivable as needed.
  • Manages short term disability payments, compliance and disbursements.
  • Provides oversight of employee insurance and other similar benefits.
  • Complies with legal subpoenas.
  • Develops professional relations with consumer service representatives and vendor representatives.
  • Performs general clerical functions such as answering the telephone, recordkeeping, file maintenance, and preparation of correspondence.
  • Performs duties in a safe and efficient manner.
  • Ensures the confidentiality of employee and student records and information.
  • Seeks opportunities to improve departmental operation and makes recommendations for such to the Supervisor of Finance.
  • Exhibits a professional demeanor and grooming appropriate for the position.
  • To exhibit a positive attitude by acting as a role model for district employees, students and the community that supports the mission of the district.
  • To demonstrate cooperation by working effectively with others including supervisors, peers, teachers, parents, and students.

  • Performs related duties as assigned by the Division Superintendent and the Director of Finance.

TERMS OF EMPLOYMENT:

Twelve-month (12) contract, non-exempted FLSA status. Salary will be established annually by the School Board.

EVALUATION:

Job performance as Administrative Assistant for Financial Services – Payroll will be evaluated in accordance with School Board Policy and administrative regulations related to the evaluation of classified personnel.

WORKING CONDITIONS:

Physical Demands:

  • Ability to lift, push, or pull 30 pounds. Must be able to climb, bend, stoop, and reach.
  • Ability to sit for extended periods of time.
  • Ability to operate computers, calculators, and other similar devices.

It is also anticipated that some stress will be associated with this position primarily due to deadlines and irregular workflow. It is necessary that the individual have the capacity to remain calm, considerate, and tactful.

Effective: July 1, 2022

Position Type: Full-Time
Salary: $39,584 to $59,961 Per Year
