The Analyst IV performs the most complex journey level work specializing in consultation, project implementation, and analytical duties working with regional centers, Individuals with Disabilities Education Act (IDEA) Specialists, vendors, and other state agencies to support the Department of Developmental Services’ (Department) mission through interagency collaboration and policy development for individuals receiving services from the regional center and K-12 system ages birth to 22 years old. The position provides expert-level consultation in coordinating comprehensive, multi-faceted services with state departments, including the California Department of Education (CDE) and California Department of Rehabilitation (DOR), as well as local educational agencies (LEAs) and other community-based organizations, to support families and building regional center staff capacity to enhance transition efforts for individuals preparing for life after high school.
Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave.

Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time. All commute expenses to the reporting location will be the responsibility of the selected candidate.
Pursuant to California Government Code requirements, candidates must be residents of the State of California at the time of appointment.
This position requires lawful authorization to work in the United States. The Department does not sponsor employment visas for this position.

The California Department of Developmental Services (Department) is the agency through which the State of California provides services and supports to individuals with developmental disabilities.
These disabilities include intellectual disability, cerebral palsy, epilepsy, autism and related conditions. Services are provided through state-operated developmental centres and community facilities, and contracts with 21 nonprofit regional centres. The regional centres serve as a local resource to help find and access the services and supports available to individuals with developmental disabilities and their families.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Knowledge of: Journey level experience conducting research and analytical practices. Familiarity with state and federal laws, regulations, and trends in public and private secondary, and post-secondary education. Current understanding of trends and practices in career, vocational counseling, independent living, and self-advocacy for individuals with intellectual and/or developmental disabilities. Regional center system Lanterman Act, Individuals with Disabilities Education Act Part C to B transition, the transition from high school into postsecondary activities, and Workforce Investment and Opportunities Act. Program planning and monitoring experience with the state contracting process; contract monitoring and compliance, and research and statistical methods.
Ability to: Independently exercise creativity in the formulation and development of resources, materials, training education, and vocation program design; independently conduct complex research and analytical studies of statute and regulations; apply educational policy. Present ideas clearly and concisely to partners; establish effective working relationships with internal and external partners; and exercise tact, resourcefulness, and judgment with all groups. Independently manage a project within the resources provided; analyze statutes and regulations to make recommendations to leadership, develop, review, and edit documents; establish and maintain project and departmental priorities; work effectively with administrative personnel in the Department and other governmental agencies.
