Job Description
PURPOSE AND SCOPE:

The Analyst II, Treasury - Tax and Debt supports financial planningby collecting, validating, and analyzing property tax data toensure accurate and supportable revenue estimates. The Analystcontributes to the development of property tax revenue projectionsby compiling data, maintaining analytical models and spreadsheets,and assisting in variance analysis.

The role also monitors outstanding debt obligations, includingtracking bond balances and verification of scheduled debt servicepayments. The Analyst supports financial analysis, compliance, andreporting requirements by compiling detailed and accuratedocumentation and assisting with required financial reports andschedules.

ESSENTIAL JOB FUNCTIONS:
  1. Performs data collection, entry, validation, analysis, andongoing maintenance of property tax datasets sourced from countytax offices, appraisal districts, and related entities; ensuresdata integrity, accuracy, completeness, and integrity throughsystematic review and reconciliation processes
  2. Maintains and updates analytical spreadsheets and supportingdocumentation used in tax revenue forecasting and modeling;supports the preparation and compilation of Truth-in-Taxation (TNT)materials and related reporting deliverables, ensuring dataaccuracy and documentation integrity in coordination with seniorstaff
  3. Consolidates and analyzes property tax data from county taxoffices and appraisal districts to support the preparation ofrevenue forecasts and projections; prepares and maintainsanalytical schedules used in the financial analysis and budgetingand performs data validation
  4. Compiles, standardizes, and analyzes property tax data fromcounty tax offices and appraisal districts to support thedevelopment of revenue estimates and projections; assists inpreparing analytical schedules and supporting documentation forfinancial analysis and budget development
  5. Prepares, reviews, and processes debt service paymenttransactions within the Deal Management module (PeopleSoft);performs detailed validation and reconciliations to confirmaccuracy and completeness; maintains comprehensive supportingdocumentation to ensure compliance with internal controls
  6. Executes and analyzes monthly bond-related accruals as part ofthe month-end closing process; validates accuracy and completenessthrough detailed reconciliations to supporting schedules andgeneral ledger balances, and investigates variances to ensurefinancial integrity and compliance
  7. Provides cross-functional analytical support within thedepartment and regularly communicates with a variety of externalentities (such as Financial Advisors, Appraisal District, ArbitrageConsultants, State Comptroller, Tax Assessors/Collectors, etc.) toexecute deliverables to meet team objectives
  8. Supports regulatory compliance and financial reportingrequirements by aggregating, validating, and analyzing data;contributes to the preparation of annual audit schedules and theAnnual Comprehensive Financial Report (ACFR) including datareconciliation, and documentation to ensure accuracy andcompleteness with reporting standards
  9. Processes and monitors appraisal district quarterly assessmentpayments, property tax remittances, paying agent fees, and otherrelated disbursements; verifies accuracy, ensures timely execution,and maintains supporting documentation for reconciliation and auditpurposes
  10. Responsible for other reasonable, related duties asassigned
KNOWLEDGE, SKILLS, AND ABILITIES:

PHYSICAL ABILITIES:

The work is sedentary. Typically, the employee sits comfortably todo the work. However, there may be some walking; standing; bending;carrying of light items, such as papers, books, or small parts; ordriving an automobile. No special physical demands are required toperform the work.

WORK SCHEDULE AND CONDITIONS:
  • Equipment used includes, PC workstation running on a LAN in aMicrosoft Windows environment, calculator, phone, and other generaloffice equipment
  • Interface with internal and external contacts as needed tocarry out the functions of the position
  • Work is performed in a climate-controlled office with minimalexposure to safety hazards
REQUIRED QUALIFICATIONS:
  • Bachelor's degree and at least 3 years of experience, or anequivalent combination of education and experience
Salary

Hiring salary range is: $58,625 - $67,419

Lone Star College provides a hiring salary range for all postedfull-time non-faculty positions. Where your salary offer would fallin that range is determined by your related experience andeducation.
