Health care facilities in California are licensed, regulated, inspected, and/or certified by a number of public and private agencies at the state and federal levels, including the CDPH Center for Health Care Quality (CHCQ) and the U.S. Department of Health and Human Services’ Centers for Medicare and Medicaid Services (CMS). CHCQ is responsible for ensuring health care facilities comply with state laws and regulations. In addition, CHCQ cooperates with CMS to ensure that facilities accepting Medicare and Medi-Cal (in California, Medicaid is referred to as Medi-Cal) payments meet federal requirements. CHCQ also oversees the certification of nurse assistants, home health aides, hemodialysis technicians, and the licensing of nursing home administrators.

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by overseeing a variety of complex technical analytical tasks related to the implementation of program policy, procedures, and interpretation of the State Administration Manual (SAM) and the Public Health Administration Manual (PHAM) that is related to the Center for Health Care Quality (CHCQ) Asset Management Program. The incumbent will enforce CHCQ asset management requirements/standards in accordance with the SAM and PHAM. The incumbent will be responsible for preparing documents, reports, and making recommendations for senior management to approve/deny CHCQ mobile device (cellular phone) orders for surveyors in our field offices statewide and at headquarters. The incumbent will create and update CHCQ Equipment Inventory and Asset Tagging procedures. Monitor and report any stolen, lost, or destroyed assets via reports to the California Highway Patrol pursuant to SAM and PHAM requirements. The incumbent will oversee the CHCQ Records Retention Policies and Procedures for headquarters and provide guidance to field offices on Records Retention policies in accordance with the PHAM. The incumbent will oversee the surplus process for all CHCQ equipment and act as the CHCQ safety coordinator for the CHCQ annual Headquarters Health & Safety Audit Inspection.
The incumbent works under the direction of the Supervisor I (S I) of the Business Services Unit.
Teleworking may be available for this position, in accordance with CDPH’s Telework Policy and Procedures.
In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.
