Summary

The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assemble and oversee the Mayor’s operating and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.

Within OMB, the Citywide Grants Task Force is responsible for monitoring the financial reporting and collection of all Federal, State, and non-government funds granted to the City, which totaled over $30 billion in FY24. The mission is to improve the timeliness of recognizing, claiming, and collecting revenue. The Task Force provides in-depth analyses, best practices, training, and support to over 50 agencies utilizing grant funds, as well as to OMB oversight units.

The Data & Systems Unit consolidates data from multiple sources to support oversight of grant-related spending and revenue, including system operations and improvements, variance identification, and reporting.

Job Description

The responsibilities of this position include:

  • Supporting the operation and maintenance of the OMB Capital Grant Management System (CGMS), including system upgrades and enhancements.
  • Extracting grant-related data from the Financial Management System (FMS) and consolidating it with other data sources for analysis.
  • Managing dataset exchanges to update grant status and related information from agencies.
  • Supporting enhancements to FMS related to grants.
  • Developing reports and dashboards to identify data trends and follow-up needs with agencies.
  • Contributing to data cleansing, reporting, and analytical projects on an ad-hoc basis.
Qualifications
  • Experience in data analysis, data modeling, and visualization.
  • Strong problem-solving skills and ability to innovate and recommend improvements.
  • Excellent written and verbal communication skills for report development and stakeholder presentations.
  • Self-motivated with ability to meet deadlines with minimal supervision.
  • Proficiency in extracting data using SQL from relational databases.
  • Proficient in Microsoft Excel (preferably with VBA), Python, R, Power BI, and/or Microsoft Access.
  • Knowledge of fiscal accounting concepts, especially related to grants, is desirable.
  • Experience with the City’s FMS systems and reporting tools is a plus.
Minimum Requirements
  • Bachelor’s degree in Business, Finance, Economics, Public Policy, Information Systems, or related field.
  • For Analyst: 2+ years full-time experience or Master’s degree with related experience.
  • For Senior Analyst: 3+ years full-time experience or Master’s plus 1 year.
  • For Supervising Analyst: 4+ years full-time experience, including supervising others, or Master’s plus 2 years.
