Summary

The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assemble and oversee the Mayor’s operating and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.

Within OMB, the Citywide Grants Task Force is responsible for monitoring the financial reporting and collection of all Federal, State, and non-government funds granted to the City, which totaled over $30 billion in FY24. The mission of the Task Force is to improve the timeliness of recognizing, claiming, and collecting revenue. It provides in-depth analyses, best practices, training, and support to over 50 agencies utilizing grant funds, as well as to OMB oversight teams.

The Data & Systems Unit consolidates data from multiple sources to support oversight of grant-related spending and revenue, including system operations, data analysis, and reporting.

Job Responsibilities
  • Support the operation and maintenance of the OMB Capital Grant Management System (CGMS), including upgrades and testing.
  • Extract grant-related data from the Financial Management System (FMS) and support analyses.
  • Manage dataset exchanges for grant status updates from agencies.
  • Support enhancements to FMS related to grants.
  • Develop reports and dashboards to identify data trends.
  • Contribute to data cleansing and analytical projects on an ad-hoc basis.
Qualifications
  • Background in data analysis, data modeling, and visualization.
  • Problem-solving skills and ability to innovate.
  • Strong communication skills for report development and stakeholder presentations.
  • Self-motivated with ability to meet deadlines.
  • Proficiency in SQL for data extraction.
  • Experience with Microsoft Excel, VBA, Python, R, Power BI, or Access.
  • Knowledge of fiscal accounting, especially grants, is desirable.
  • Experience with FMS/2 and FMS/3, SAP Crystal Reports, and Business Objects is a plus.
Minimum Requirements
  • Bachelor’s degree in Business, Finance, Economics, Public Policy, Information Systems, or related field.
  • 2+ years full-time experience in budget management, financial analysis, or related fields for Analyst level.
  • 3+ years for Senior Analyst, including relevant experience.
  • 4+ years for Supervising Analyst, including supervisory experience.
