Job summary

The City of Austin is seeking an Emergency Management Program Manager to lead the department’s preparedness, response, and recovery activities for flood, erosion, and water quality emergencies.

This role develops and maintains emergency plans, strengthens collaboration with internal and regional partners, ensures regulatory compliance, supports staff training and readiness, and enhances the department’s capacity to protect residents, infrastructure, and natural resources during critical events.

Qualifications

• Bachelor’s degree plus five years in emergency management or planning, including two years in supervisory/management.
• Experience in Homeland Security/Emergency Management may substitute for education up to four years.
• Master’s degree may substitute for two years of the required experience.

Responsibilities

• Oversee multiple emergency management programs and develop goals and plans.
• Establish policies and systems for all-hazard preparedness.
• Develop, implement, and monitor the Incident Command System and Emergency Response Plans.
• Coordinate with Homeland Security and Emergency Management (HSEM), TDEM, and other agencies.
• Coordinate with stakeholders on interdepartmental and interagency issues and projects.
• Develop and conduct training programs, seminars, and disaster exercises.
• Establish community outreach programs and coordinate with leaders on preparedness.
• Coordinate post-emergency after-action reviews and implement improvements.
• Provide situational awareness to leadership and presentations on activities.
• Oversee notification and communication systems and action tracking.
• Monitor program performance and budget and ensure readiness.
