About This Job

LDAF Aviation currently has a fleet of 12 – 2003 Cessna 182T’s in various locations around Louisiana. The aircraft are primarily used for firefighting activities and may be used by all State Agencies, including the Office of the Governor. The aircraft are equipped with dual Garmin G5’s, Garmin 750 xi & 650 xi, TCAS, and various other upgrades over the years. Their airworthiness is critical to LDAF’s role in Louisiana.

The incumbent will remain current on applicable aircraft manufacturers’ recommendations, Federal Aviation Administration (FAA) regulations, airworthiness directives, service bulletins, and aircraft maintenance discrepancies (squawks) relevant to departmental aircraft. The incumbent will monitor aircraft maintenance discrepancies and coordinate maintenance ferry flights when necessary.

The incumbent will oversee vendor and contract maintenance activities, including traveling to vendor locations and outlying areas to inspect aircraft, conduct maintenance audits, and coordinate required maintenance and repairs. This position will research aircraft parts and maintenance services to identify appropriate vendors, obtain competitive pricing, and support cost-effective procurement. The incumbent will obtain and review quotes for aircraft maintenance, repairs, inspections, and parts; verify the accuracy and reasonableness of proposed costs; and obtain required funding and approvals prior to the commencement of work. The incumbent will also research and verify correct part numbers for aircraft airframes and engines and coordinate the shipment of parts to maintenance vendors, repair facilities, or State hangars as needed.

Upon completion of contracted or outside maintenance, the incumbent will review and approve invoices and purchase orders to ensure charges are consistent with approved quotes and authorized work. The incumbent will submit required documentation for payment and maintain accurate maintenance and purchasing records. Additionally, the incumbent will serve as the Property Coordinator for aviation inventory, ensuring accountability and maintaining appropriate records for assigned aviation property and equipment.

Candidates must meet FAR 65.83 recent experience requirements. The applicant shall have a minimum of 2 years of required experience as an aviation mechanic at the time of the application.

An LDAF vehicle and LDAF fuel card shall be provided for transportation for work duties. The applicant must reside within a maximum of a 60-minute drive to their assigned work domicile (office). If applicable, LDAF shall reimburse the Inspection Authorization renewal after employment every 2 years. Cessna SER (Single Engine -1996 & On) Combined Maintenance Libraries will be provided. Tdata ADVANT AD Small Library via digital download will be provided. Tdata Lycoming 6 Cylinder Engines via digital download will be provided. All tools to perform the job shall be provided and calibrated as necessary.

Job Duties

Incumbent / Employee Performs And Is Responsible For Work As a Professional Aviation Mechanic And / Or Aviation Mechanic Inspector Authority; Relative To Supervising, Performing, And / Or Overseeing All Maintenance Repair And Inspection Of All Department Aircraft. Supervision For This Position Is Received From The Aircraft Fleet Command Pilot. Incumbent Serves As Maintenance Coordinator For Daily Air Operations And Is Responsible For The Following:

• 65% Monitors activities related to maintenance procedures, performs and oversees all maintenance and repair and inspection of all departmental aircraft. This includes performance and / or scheduling all major aircraft maintenance performed and subsequent check and sign-off of work performed by other aviation mechanics and / or authorized pilots. Ensuring aircraft maintenance is performed in accordance with FAA regulations, reviews manufacturers’ requirements and / or service communiqués for applicability, as well as departmental policy and procedure. May serve, when necessary, as an inspector for the performance of annual or progressive inspections required by FAA regulations; and may also supervise, train and inspect the workmanship of other aircraft mechanics (contract vendors), mechanics-in-training, and other department personnel for completeness and compliance. Performs advanced, major maintenance tasks on a scheduled and non-scheduled basis. Perform taxi checks and ground operational checks of aircraft and related systems such as electrical, hydraulic, de-icing, instrument, air-conditioning, pressurization, flight controls, fuel, propeller, sheet metal, landing gear and systems to assure proper operation of the entire aircraft prior to release for flight as applicable per maintenance performed on said aircraft. Accompany pilot in aircraft on operational check flights for verification and diagnostics of any issues to advise on any special operation to properly perform in flight checks. Performs other duties and functions as may be required by supervisor(s) to ensure safe efficient use of personnel and equipment. Communication with Aircraft Fleet Command Pilot to ensure maintenance readiness is adequate to the current need; as well as working closely with personnel to order parts and set up work at outside maintenance shops.


• 20% Maintains necessary documentation regarding maintenance reference library – for example: Aircraft manufacturers maintenance manuals, aircraft manufacturers parts manuals, engine manufacturers maintenance manuals, engine manufacturers parts manuals, FAR-AMT, applicable service bulletins, applicable airworthiness directives…etc… completes all required paperwork (paper / electronic) to ensure maintenance completion. Keep abreast of current applicable manufacturers’ recommendations, FAA Regulations, AD’s, SB’s as pertinent to departmental aircraft. Maintains the maintenance shop, work areas, tools and equipment in a neat, organized and functional, serviceable, and safe manner. Track and ensure all tools that require calibration and / or certification are checked appropriately in a timely manner. Recommends maintenance policies and procedures to supervisor that may reduce aircraft down-time and to increase maintenance productivity. Utilize intimate knowledge of all rules, regulations, procedures, and common practices to ensure safety regarding maintenance.


• 15% Tracking aircraft hours and utilization to keep up with major maintenance scheduling such as engine or major component TBO. Monitoring maintenance discrepancies, set up maintenance ferry flights in the event they become necessary. Monitor vendor / contract maintenance. Travelling or driving to inspect aircraft at vendor locations for audit purposes and to maintain aircraft at outlying areas.


• 15% Other duties may be assigned.

Position Specific Details

Appointment Type

Full-time. This position may be filled by a probational appointment or promotion. Applicants that are not permanent classified employees of The Louisiana Department of Agriculture and Forestry (LDAF) will be required to serve a probationary period up to 24 months.

Career Progression

This position may be filled as an Aircraft Mechanic 1 or 2, depending on the level of experience of the selected applicant(s).

Location

This position is located in the Office of Forestry - Aviation and will be located either at the Hammond North Shore Regional Airport, Hammond, LA, in Tangipahoa Parish, or at the Jena Airport, Jena, LA, in LaSalle Parish.

Compensation

The starting salary for Aircraft Mechanic 2 is $61,422.00 annually.

This position will be eligible for a 10% base pay increase upon attainment of permanent status.
