Job summary

Harris County Pollution Control Services Department (HCPCS) Mission
The mission of Harris County Pollution Control Services Department (HCPCS) is to protect the citizens of Harris County from environmental impacts through firm, consistent enforcement of state and federal regulations. The ultimate goal of PCS is clean air, water, and proper management of waste. The activities PCS are directed toward ensuring clean air and water for the citizens of Harris County, consistent with the protection of public health, enjoyment of property and the protection of plant, animal, and marine life.

What you will do for Harris County Pollution Control

Under the supervision of the Compliance Services Supervisor, the Compliance Coordinator-Air organizes and directs compliance related activities with regard to air quality with the goal of protecting public health and the environment by bringing non-compliant individuals into compliance through cooperation, training, or legal action as necessary. The Compliance Coordinator-Air will routinely review field investigations of air violations and make determinations as to the course of action the County will pursue to ensure environmental stewardship.

Duties and Responsibilities:

  • In conjunction with Compliance Supervisor approve all departmental air inspection checklists, forms and procedures for air quality inspections
  • Application of State of Texas air regulations/serve as subject matter expert in Texas air regulations
  • Review investigation reports and issue violation notices regarding air quality
  • Determine whether violations have been resolved and/or will require re-inspection
  • Evaluate unresolved violations for possible civil and/or criminal prosecution
  • Conduct timely follow-up with violators and continue open communication throughout the compliance process
  • Coordinate re-inspections with Field Services section and Enforcement Coordinators
  • Coordinate enforcement activities between PCS and the Harris County Attorney's and Harris County District Attorney's offices and JP's offices by:
    • Providing technical assistance before and during trial or mediations
    • Assisting attorney in trial preparation
    • Reviewing and editing all draft court documents, Original Petitions, Temporary and Permanent Injunctions
    • Conducting penalty computations for violations
    • Preparing affidavits for investigators, inspectors, and laboratory personnel
    • Participating in negotiation of settlements
    • Coordinate enforcement activities with local, state and federal agencies
  • Review Harris County Tax Abatement Applications and provide recommendations to the Office of Economic Development on applicant's environmental compliance history when requested
  • Coordinate collaborative discussion for employees involved in air quality related field services
  • Review and authorize standard operating procedures for air quality inspections for the department
  • Process all required legal notices for department air quality enforcement actions in conjunction with the Compliance Supervisor and Compliance Manager
Administrative:
  • Assist in the development of forms and notices to be used in Field Services section
  • Assist in the response to open records requests
  • Ensure that confidential litigation information is not released to the public or unauthorized personnel
  • Provide records to governmental agencies when appropriate upon request
  • Maintain electronic documentation system for enforcement management
  • Maintain statistics on enforcement activities including criminal, civil, and JP court cases, violations, etc.

Education:

Experience:

Licensure/Certification:
  • 40 Hour Hazwoper certification with annual refresher(preferred)

Position Type and Typical Hours of Work:

  • Full time | Monday - Friday | 8:00 am to 5:00 pm.

  • Hours may vary based on the business needs of the department.
  • This position may require employee to be deployed to alternative county locations during emergency events.

  • Reports to Position: Compliance Services Supervisor
  • Supervised Positions: None

Work Environment and Physical Demands:

  • Office and occasional field work
  • Routine use of standard office equipment such as computers, phones, photocopiers and filing cabinets
  • This is largely a desk-bound role with some field work
  • Wear protective clothing and PPE may be required for field work
  • Medical exam and monitoring may be required.
  • Ability to lift files up to 10 pounds
