Job summary

CGS Federal is seeking an IT Project Manager to design, develop, and oversee IT initiatives for a large federal entity. The role involves project design, planning, resource assessment, and implementing management plans with a strong emphasis on Agile practices.

The candidate will act as team lead or primary liaison for project information. The ideal candidate has extensive IT project experience, Agile leadership, and a track record of delivering on time and on budget while navigating complex,

Qualifications

• Bachelor’s degree in Engineering, CS, Business, Information systems or related discipline.
• 5 years of experience in project management.
• At least 5 years of experience in managing IT related projects and leadership in 3+ projects delivered on time and on budget.
• At least 5 years of programming experience in Java, JavaScript, JBOSS Fuse, Angular JS.
• Experience with API management technologies, RESTful APIs, cloud and on-premise environments.
• Experience with RDBMS and NoSQL databases.
• 5+ years leading an Agile scrum team with developers, testers and DevOps.
• Experience with public agency interfaces.
• Master’s degree or project management certification.
• Experience in health and human services domains.
• Industry certifications/licenses.

Responsibilities

• Define project scope and schedule with focus on timely delivery of value.
• Organize and lead project status and working meetings.
• Prepare and distribute progress reports.
• Manage risks and issues; correct deviations and plan delivery for assigned projects.
• Define initiatives for continuous business process improvements and monitoring.
• Lead the team in system implementation decisions and maintenance.
• Develop documentation for testing and training management.
• Define a mature project management process and drive agile best practices.
• Deliver an agile transformation plan to move from current to desired state.
• Use project metrics to evaluate program performance.
• Support agile tool implementation and standardized practices.
• Monitor cost, schedules, and technical quality.
• Prepare technical analysis reports as directed by the Agency.
