Job summary

City of Somerville is seeking an experienced Housing Development Manager to oversee affordable housing proposals from developers seeking local and federal funding. You will coordinate with housing staff, review applications, underwriting, and prepare funding commitment letters and loan documents.

The role covers development from concept to completion, tracking spenddown, ensuring compliance with state and federal rules, and maintaining the all-affordable housing pipeline.

Qualifications

• Experience with affordable housing programs and city/federal funding
• Strong writing and analytical skills
• Ability to coordinate with City staff, developers and outside partners
• Bi-lingual or multilingual ability preferred but not required

Responsibilities

• Evaluate developer proposals for acquisition or development funds and review project cash flow
• Perform underwriting reviews for funding recommendations
• Collaborate with City staff to identify funding sources and provide recommendations
• Prepare analyses and recommendations on housing development proposals
• Draft conditional commitment letters and track due diligence for closings
• Coordinate with multiple departments and developers through close/settlement
• Prepare information on development work and reporting; track spenddown and invoices
• Ensure environmental reviews and regulatory compliance as needed
• Maintain the all-affordable housing pipeline and monitor construction progress
