Job summary

Kansas Department of Health and Environment is seeking a data analyst to support the Data Management and Data Analysis functions. Data Management

Ensure datasets are accurate and clean by doing initial scrubbing of data and regular scheduled examination of records. Track and report progress on data cleaning goals. Formulate techniques for quality data collection to ensure adequacy, accuracy and legitimacy of data. Resolve all data quality issues or discrepancies using analytical software such as SAS. Maintain data quality through ongoing data analysis, case detail and sub-details, record deduplication, and implement process improvements that contribute to improved data quality. Maintain and refine reports, dashboards, and processes to continuously monitor data quality and integrity. Work with management to identify new and creative opportunities to leverage shared data to support additional programs improvement processes or functions. Complete necessary trainings to manipulate and format data a needed.

Data Analysis

Extract clean data from systems of record, review, analyze and finalize data must be provided for reports in accordance with federal guidance and relevant detail sheets indicating definition, data source, numerators, and denominators. Analyze specific data sets and work closely with data stewards to ensure accuracy and completeness of data; follow up with data stewards and/or internal or external partners including vendors to correct or complete data. Summarize and document trends within the data sets based on data analysis and develop recommendations for program improvements and/or new initiatives. Complete necessary trainings to increase skill of manipulating and formatting data in a way that is readily consumed. Identify other data needed to effectively evaluate activities and progress related to the state action plan priorities, objectives, and measures.

Job Responsibilities may include but are not limited to the following
  • Data Reporting: Serve as the point of contact for data housed in multiple systems, some shared by several programs. Prepare maternal and child health, family planning, WIC and other program data for progress reports, performance reports and other narrative and measure reporting as requested.
  • Collaborate with program directors, epidemiologists and team members to provide training, technical assistance and consultative services regarding the use of the data. Identify data and produce fact sheets, issue briefs, and other resources to increase understanding of programs, highlight progress, present inequities, and identify opportunities for improvement. Participate in relevant data and policy conferences, webinars, and phone conferences at the state and local level.
  • Present data to state staff, local partners, coalitions, and other audiences as requested and as necessary to increase understanding of data and inform action.
Qualifications
  • Education:
    • High School, GED
  • Licensing & Certification:
    • Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
  • Minimum Qualifications:
    • One year of experience in data analysis including evaluating, studying or reporting on statistical, economic, health, fiscal/budget, legislative or administrative data. Education in public health, statistics, epidemiology, computer science or mathematics may be substituted for experience as determined relevant by the agency.
  • Preferred Qualifications:
    • Bachelors or Masters Degree in Public Health, Computer Science, Mathematics, Environmental Science, Statistics, Biostatistics or related field
