Summary

Summary

The purpose of this position is the management of the overall day-to-day operations and personnel of the Health Department to assure the successful achievement of the department's vision, mission, and program objectives. The Administrator promotes and supports personal health in Delaware County by providing senior management, leadership and public health expertise. This position promotes individual and personal public health by providing the essential services of public health within a variety of settings, ensures compliance with a broad range of current local health and environmental codes, regulations and policies; participates in multi-faceted community health and environmental projects; and providing technical assistance and information to individuals, families and groups regarding public health and environmental issues. The Administrator provides mentoring, supervision, and technical assistance to all staff. The work is performed under the direction of the Health Director.

Essential Duties
  • Plans, organizes, administers and supervises public health nursing services, programs, and activities of the Public Health Department.
  • Provides administrative and clinical oversight of the Wellness on Wheels (WOW) Mobile Health Unit, ensuring the delivery of safe, high-quality, patient-centered mobile health services and supporting the integration of mobile health operations with Personal Health clinical programs.
  • Recommends and develops program goals, objectives, policies, procedures, and protocols and advises staff on the interpretation and application of department policies and protocols.
  • Maintains and participates in various programs and clinic services.
  • Provides public health nursing services to individual clients and the community at large, including clinical care, counseling and public health instruction and education.
  • Oversees the administration of provider and inter-agency agreements and contracts.
  • Makes referrals to other agencies and/or providers as appropriate; assists clients in accessing health and community services as needed.
  • May promote and administer a grant program to provide community groups with funding for special public health projects and programs.
  • Provides direction to subordinate staff regarding difficult, complex or complicated cases.
  • Supervises and evaluates the work of professional staff and provides direction of subordinate staff as assigned; provides or coordinates staff training; offers advice and assistance as needed; implements disciplinary measures as appropriate.
  • Collaborates with other health care providers, professionals, and community representatives in assessing implementation and evaluation of assigned programs.
  • Oversees and participates in the preparation and maintenance of accurate and up-to-date program records; prepares and submits various technical, administrative and financial reports as required by the County and other agencies.
  • Represents the department on various community, regional, and State committees related to assigned public health programs or activities.
  • Participate in departmental and agency-wide committees, workgroups, quality improvement initiatives, accreditation activities, emergency preparedness efforts, and special projects as assigned DCHD expects all employees to actively contribute to organizational initiatives that support the Department's mission and strategic priorities.
  • Coordinates assigned activities and programs with those of other departments, divisions and agencies as appropriate.
Qualifications
Required Education and Experience
  • Bachelor’s degree required (BSN), Master’s degree preferred.
  • Licensed as a Registered Nurse (RN), issued by the Pennsylvania State Board of Nursing
  • 2+ years previous Public Health experience

*The selected candidate will be required to obtain, at their own expense, 3 forms of clearance, including PA State Police Criminal History Record Check; PA Child Abuse History; and FBI Criminal History Background Check including finger printing prior to employment.

  • Delaware County Health Department requires all employees to have received at least one COVID-19 vaccination in the past 3 years. Proof of vaccination must be submitted before a candidate's start date, if hired.
